Özet
ÖZET ÇED Raporu hazırlanması 19B0'li yıllardan sonra AB ülkelerinde uygulanmaya başlamış ve 1990'h yıllardan sonra gelişmekte olan ülkelerde hızla yaygınlaşmaya başlamıştır. Dünya' da sürdürülebilir kalkınmanın sağlanabilmesi açısından oldukça önemli bir gelişmedir. Hazırlanan rapor planlanan faaliyetin çevreye yapacağı etkileri ortaya koymakla kalmayıp aynı zamanda bir taahhütname niteliğindedir. Planlanan faaliyet sonunda ortaya çıkabilecek etkilerin nasıl bertaraf edileceğini ortaya kayan bir rapordur. Aynı zamanda izlenecek yol ve yöntemleri içermektedir. Türkiye'de 1993 yılında yürürlüğe giren ÇED yönetmeliği AB normlarına uygun bir yapı göstermekle birlikte halkın katılımı konusunda farklılıklar bulunmaktadır. Ayrıca halkın kaülımı toplantıları formaliteden öteye geçememektedir. Teorik olarak halkın katılımı öngörülmekteysede pratikte bu pek mümkün olamamaktadır. Bunun nedenleri arasında halkın çevre konusunda yeterince duyarlı olmaması gelmektedir. Bunun geliştirilebilmesi ilköğretimden başlayarak verilecek eğitimle giderilebilir. İlk çıkarıldığından bu tarafa çeşitli değişikliklere uğrayan yönetmelik 2002 yılında tekrar düzenlenmiştir. Planlanan faaliyetlerin çevreye olan etkilerinin değerlendirilmesinde çeşitli sorunlarla karşılaşılmaktadır. Bu sorunların başında ÇED raporu hazırlanırken başka kaynaklardan aynen alıntı yapılması ve araştırma alanında yetkililerce yeterli incelemenin yapılmaması başta gelmektedir. Geçmiş yıllarda bazı ÇED raporlarında çeşitli kaynaklardan alınan fotokopiler rapora aynen konulmaktaydı. Son yıllarda Çevre ve Orman Bakanlığında çalışan uzmanların bu konuda bilgi birikimi ve tecrübeleri oldukça artmıştır. Bununla birlikte ÇED raporlarının içeriği ve kalitesinin artması için raporu hazırlayanlardan talepleri artmıştır. Bu nedenle ÇED raporlarının içeriği ve kalitesinde olumlu gelişmeler yaşanmaya başlamıştır. Anahtar KelimelenÇevresel etki değerlendirme, çevre planlaması, sürdürülebilir kaüanma,çevresel problemler.
SUMMARY Preparing ÇED{Environmental Impact Assessment)report have been started to apply after 80's in EU countries and after 90's it has been rapidly extensive in the developing countries. ÇED is an essential criteria in the world for providing sustainable development. The report that is prepared does not only shows us the impact of the planned activity, but also it comprises the characteristics of a contract.it is also a report that manifestate how to stave off the impacts of the planned activity.The report shortly guides us abaout the way and the method to Mow. Current ÇEB regulation lawed in 1993 is parallel to EU norms but it differs in participation of citizen.Participation of citizen is only a formality. As teorical, participation of citizen is a rule but it is not applied praticaUy.Most important reason of thatis our apathetic population.This problem can be solved by education that would be given fromprimary schools. tt is encountered with some problems during the evaluation of the impacts of the planned activity. Main problems occur copying other sources while preparing ÇED report and not inspecting the authorities the events in the searching area.Past years some fotocopies were aligned in the reports. Recent years the authorities working at Ministry of Environment and Forestry have became more experienced and knowledgeable. So they demand more datas about the concept and the quality of the reports. Key Words; environmental impact assessment, environmental planning, sustainable development, environmental problems.
