| dc.description.abstract | Mekânsal kurgularda, mimarın tasarımı haricinde imar yönetmeliğinin katkısı oldukça fazladır. Mimar tasarımına başlarken öncelikle yönetmeliğin getirdiği kurallara uyup; daha sonra bu kurallar çerçevesinde hayal edip projesini çizmek durumundadır. Tüm kentsel yapılaşmada geçerliliği olan imar yönetmeliği, ülkemizde oldukça sık güncellenmektedir. Bu yönetmelikte, mimari tasarımı etkileyen maddelerin sık güncellenmesi ve bazı maddelerin ucu açık ve belirsiz olması farklı uygulamalara neden olmaktadır. Sonucu ise tüm kentsel yapılaşmayı etkilemektedir. İmar Mevzuatı ve Planlı Alanlar İmar Yönetmeliği’nin literatür taraması ile elde edilen tarihsel süreç ile başlayan çalışma, Planlı Alanlar İmar Yönetmeliğinin 2017 – 2022 arasındaki 5 farklı değişimi, yönetmeliğin taban alanı ve emsal alanını anlatan maddeleri üzerinden irdelenmiştir. Bu maddelerin değişimlerinin yapı yoğunluğuna olan etkisi, Tekirdağ Süleymanpaşa İlçesinde ruhsat alan yapılar üzerinden incelenmiş ve çalışma içinde yer alan tüm tablolar yazar tarafından oluşturulmuştur. Tekirdağ Süleymanpaşa ilçesinin, Planlı Alanlar İmar Yönetmeliği değişimlerinden kaynaklı, yapı yoğunluğu farkını özetleyen çalışma, yönetmeliklerinin uzun yıllar değişmeden kullanılması, yapı yoğunluklarını etkileyen maddelerin daha net ve anlaşılır olmasının gerekliliği anlatılmak istenmiştir. | en_US |
| dc.description.abstract | Apart from the architect's design, the contribution of the zoning regulation is quite high in spatial designs. When starting his/her design, firstly, the architect follows the rules brought by the regulation; then he/she has to imagine and draw his project within the framework of these rules. The zoning regulation, which is applied in all urban development areas, is frequently updated in our country. In this regulation, the frequent updating of the articles affecting the architectural design and the fact that some articles are open-ended and unclear cause different applications. As a result, it affects the entire urban structuring. The study, which started with the historical process obtained by the literature review of the Zoning Legislation and Planned Areas Zoning Regulation, 5 different changes on the Planned Areas Zoning Regulation between 2017 and 2022 have been examined through the articles of the regulation describing the base area and the floor area. The effects of the changes in these articles on the building density were examined on the buildings licensed in Tekirdağ Süleymanpaşa District and all tables included in the study were created by the author. The study, which summarizes the difference in building density due to the changes in the Planned Areas Zoning Regulation of Tekirdağ Süleymanpaşa District, aims to explain the necessity of using the regulations unchanged for many years, and the necessity of making the articles affecting the building densities more clear and understandable. | en_US |
