Özet
Dünya nüfusu hızla artmaya devam ederken kentsel alanlarda nüfus ve fiziksel büyüme de aynı hızla artmaktadır. Bu artış, kentleri bir yandan da küresel sorunlarla karşı karşıya bırakmakta ve kentler için sürdürülebilir yaşam alanları yaratmak gün geçtikçe zorlaşmaktadır. Bu sorunlara karşılık kentler için her geçen gün yeni bakış açılarının geliştirmesi zorunlu hale gelmiştir. Bu nedenle kent planlamacıları, tasarımcılar ve yerel yönetimler yeni çözümler üretme çabası içindedirler. Bu çözümlerin tüm dünya kentleri için ortak bir anlayışa sahip olması oldukça önemlidir. Bu bağlamda kentsel alanlardaki gelişme ile çevrenin korunması arasında bir denge sağlamak için geliştirilen, sürdürülebilir kentsel gelişme anlayışı ön plana çıkmaktadır. Sürdürülebilir kentsel gelişme anlayışı ile kentlerde mevcut çevresel, sosyal ve ekonomik sorunlara karşı, yenilik getiren çözümler farklı yaklaşımlar ile ele alınmaktadır. Bu yaklaşımlardan birisi de kentsel ekosistemler aracılığı ile kente birçok fayda sağlayan yenilikçi kentsel peyzaj yaklaşımlarıdır. Bugün birçok dünya kentinde tasarım örneklerini görebildiğimiz bu yaklaşımlar ile güncel sorunlara sürdürülebilir çözümler sunarak, yeni fırsatlar yaratılmaktadır. Bu fırsatların sağlanmasında başta tasarımcıların yönlendirmesi ve kullanıcıların talepleri olmak üzere özellikle yerel yönetimlere görev düşmektedir. Yerel yönetimlerin kentlerin geleceği ile ilgili sürdürülebilirlik çerçevesinde aldıkları kararlara, belirledikleri amaçlara ve bu doğrultudaki hedeflerine, kentsel peyzaj tasarımlarının bu farklı ve yenilikçi yaklaşımlarının entegre edilmesi ile sürdürülebilir kentsel gelişme gerçekleştirilebilir. Yenilikçi kentsel peyzaj yaklaşımların en kolay ve hızlı bir şekilde uygulanabileceği kentsel alanlar ise kentlerde yeni gelişmekte olan alanlardır. Bu bağlamda tez kapsamında v sürdürülebilir kentsel gelişmede, Edirne kentinde yeni gelişmekte olan yerleşim alanı özelinde güncel sürdürülebilirlik sorunlarına kentsel peyzajın yenilikçi yaklaşımları ile çözüm önerilerinin getirilmesi amaçlanmıştır. Bu doğrultuda, yenilikçi kentsel peyzaj yaklaşımları kapsamında kentlerin değerlendirilmesi için bir analiz yöntemi geliştirilmiş ve Edirne kentinde örnek alan çalışması ile değerlendirme yapılmıştır. Araştırmada bu yöntem önerisine göre alan çalışması sonucu elde edilen verilerin analizi yapılmıştır ve bu analizler sonucunda alan özelinde sürdürülebilirlik sorunları tespit edilmiştir. Araştırma alanının mevcut durumunu ortaya koyan sorunlar için sürdürülebilir kentsel gelişme kapsamında yenilikçi kentsel peyzaj yaklaşım önerileri getirilmiştir. Yapılan öneriler, yerel düzeyde belediye stratejik planlarını destekleyici nitelikte, küresel ölçekte ise sürdürülebilir kalkınma amaçları doğrultusunda olan yaklaşımları içermektedir. Bu araştırmanın, alan çalışmasında verilerin değerlendirilmesi kapsamında sunulan yöntem önerisi ile ileride yapılacak çalışmalar için yön gösterici ve kolaylık sağlayıcı bir araç olacağı düşünülmektedir. Aynı zamanda yeni gelişmekte olan kentsel alanlar için sürdürülebilir kentsel gelişme kapsamında, mevcut kent dokusu ile uyumlu ve güncel uygulamaları içeren kentsel peyzajın yenilikçi yaklaşımları ile peyzaj mimarlığı disiplininde yapılmış diğer çalışmalara da katkı sağlaması temenni edilmektedir.
While the world population continues to increase rapidly, both population and physical growth are increasing at the same rate in urban areas. This increase also exposes cities to global problems. Therefore, it is getting harder day by day to create sustainable living spaces for cities. In response to these problems, it has become necessary for cities to develop new perspectives every day. For this reason, urban planners, designers and local administrations are in an effort to come up with new solutions. It is very important that these solutions have a common understanding for all world cities. In this context, the concept of sustainable urban development, developed to provide a balance between development in urban areas and environmental protection, comes to the fore. With the concept of sustainable urban development, innovative solutions to existing environmental, social and economic problems in cities are addressed with different approaches. One of these approaches is innovative urban landscape approaches that provide many benefits to the city through urban ecosystems. With these approaches, which we can see examples of design in many cities of the world today, new opportunities are created by offering sustainable solutions to current problems. In providing these opportunities, especially the guidance of the designers and the demands of the users, especially the local governments have a role. Sustainable urban development can be achieved by integrating these different and innovative approaches of urban landscape designs to the decisions taken by local governments within the framework of sustainability regarding the future of the cities, their goals and objectives in this direction. Urban areas where innovative urban landscape vii approaches can be applied in the easiest and fastest way are newly developing areas in cities. In this context, it is aimed to bring solutions to the current sustainability problems with the innovative approaches of the urban landscape in sustainable urban development, specific to the newly developing residential area in the city of Edirne. In this direction, an analysis method was created for the evaluation of cities with innovative landscape approaches and an evaluation was made with a sample field study in the city of Edirne. In the research, according to this method proposal, the data obtained as a result of the field study were analyzed and the sustainability problems of the area were determined as a result of these analyzes. Innovative urban landscape approach proposals were brought forward within the scope of sustainable urban development for the problems that reveal the current situation of the research area. The proposals made include approaches that support municipal strategic plans at the local level and in line with sustainable development goals on a global scale. As a result, it is thought that this research will be a guiding and facilitating tool for future studies with the method proposal presented within the scope of the evaluation of the data in the field study. At the same time, it is hoped that the innovative approaches of the urban landscape for newly developing urban areas are in harmony with the existing urban texture and will contribute to other studies in the discipline of landscape architecture within the scope of sustainable urban development by including new applications.
