ÖZET Doktora Tezi TOPLAM KALİTE YÖNETİMİ VE TÜRK İMALAT SANAYİİNDE KALİTE KONTROL ÇEMBERLERİ UYGULAMALARI İlknur KUMKALE Trakya Üniversitesi Fen Bilimleri Enstitüsü Tarım Ekonomisi Anabilim Dalı Danışman: Prof.Dr. İ.Hakkı İNAN 1998, Sayfa: 217 Jüri: Prof.Dr. İ.Hakkı İNAN Prof. Dr. Erkan REHBER Prof. Dr. Sabahat AVŞAR Araştırmanın amacı, Toplam Kalite Yönetimi ve Kalite Kontrol Çemberlerini inceleyerek, Türk İmalat Sanayiindeki uygulamaları analiz etmek ve uygulamadaki sorunları saptayarak bunlara çözüm önerileri getirmektir. Ayrıca KKÇ uygulamalarını yaygınlaştırma olanaklarının araştırılması ve KKÇ çalışmalarının TKY'nin başarısını ne şekilde etkilediğinin saptanması yan amaçlar olarak belirlenebilir. Araştırmaya esas olan veriler, İstanbul Sanayi Odası tarafından her yıl "üretimden satışlar" kriterine göre belirlenen Türkiye'nin 500 büyük imalat işletmesinden (1996) anket yoluyla elde edilen orijinal verilerdir. Elde edilen veriler çeşitli kalitatif ve kantitatif analizlere tabi tutularak sonuçlar yorumlanmıştır. Bunun yanında KKÇ vb. grup çalışmaları yapan birçok imalat işletmesi ile görüşülerek uygulamadan örnekler verilmiştir. Örnekler önce kendi içersinde analiz (internal analysis) edilmiş, daha sonra birbirleriyle karşılaştırılmıştır. Ankete yanıt veren 117 işletmeden elde edilen bulgulara göre; Türk İmalat Sanayiinde son on yılda TKY konusundaki çalışmalar önemli oranda artış göstermiş, işletmelerin %54'ünde KKÇ vb. grup çalışmalarının yapıldığı saptanmıştır. 1988 yılında yapılan bir çalışmaya göre %27 olan bu oran, 1996'da iki katı artarak %54'e yükselmiştir. İşletmelerin en çok önem verdikleri kalite hedefinin de müşteri memnuniyeti olduğu ortaya konmuştur. Bununla beraber, TKY ve KKÇ uygulamalarındaki en önemli sorun, üst yöneticilerin konuyu yeterince sahiplenmemesi olarak belirlenmiştir. Türk İmalat Sanayiinin günümüzün zor rekabet koşullan içinde başardı olabilmesi için TKY anlayışını benimseyerek KKÇ uygulamalarını artırması gereklidir. Potansiyel güç olarak görülebilmesi mümkün olan KOBİ'lerin bu konuda desteklenmesi verimli sonuçlar ortaya koyabilir. Besides, the possibilities for the extension of QCC practices and the effect of these efficiencies on the sucess of TQM were the other aims of this study. The information essential for the research were the original data obtained by qestionnaires from 117 companies (which responded the questions) out of 500 large companies of Turkey (1996), which were determined each year according to the criteria "sales from production" of Istanbul Chamber of Industry. The data analysed by various qualitative and quantitative methods and the results were interpreted. In addition, case studies were made by the interviews with the managers of the industrial firms having QCC and team work. The internal analysis was made for those companies and later the results of the research were compared. The findings obtained from 117 companies through questionnaires have indicated that the studies regarding TQM have increased substantially in the last 10 years, QCC and team work have been practised in 54% of the companies. According to a study made in 1988, the related percentage was 27% and now increased twice. Customer satisfaction has been determined as the most important quality aim by the companies. On the other hand, the most important problem for TQM and QCC practices was that the topic was not well understood and adopted sufficiently by the top managers. Turkish Manifacturing Industry has to adopt TQM understanding and so increase QCC efficiencies in order to be successful within the hard competitive conditions of the market nowadays. In this connection, supporting of small, and medium size companies, which seem to have great potential, may give fruitful results in the future.
