Özet
Bu çalışmada, Türkiye'de ve Almanya'da enerji planlama sürecinin nasıl işlediği yönünde bir karşılaştırma yapılmıştır. Karşılaştırma yapabilmek için ilk önce Almanya'nın Offenburg kentinde bulunan Hochschule Offenburg enerji santrali incelenmiştir. Almanya'da enerji santralleri gibi enerji üretim sistemlerini planlamada kullanılan yasal ve bölgesel düzenlemeler referans alınmıştır. Bu yasal düzenlemeler, norm ve standartlar ile anketler oluşturularak santralin proje aşamasından günümüze kadar geldiği süreç, oradaki mühendisler, tasarımcılar, planlamacılar ve akademisyenler ile tartışılmıştır. Çalışmanın ikinci kısmı olan Türkiye'de de enerji planlama sürecinin nasıl işlediğinin net bir şekilde anlaşılabilmesi açısından Trakya Bölgesi'nde bulunan Hamitabat Elektrik Üretim Santrali incelenmiştir. Almanya'da yapılan çalışmalara paralel olarak Türkiye'deki yasal mevzuatlar dikkate alınmıştır. Daha sonra enerji santraline gidilerek oradaki mühendisler ve çalışanlar ile beraber santralin kurulmadan önceki süreci, kurulma süreci, işletmeye alınma süreci ve bugünkü durumu ayrıntılı olarak tartışılmıştır. İki ayrı ülkede birbirinden farklı enerji santralleri için enerji planlaması yaparken nelerin dikkate alındığı, belirleyici planlama parametreleri, kullanılan metotlar, ileri planlama yaklaşımları, uluslar arası enerji kuruluşlarınca kullanılan bilgisayar destekli programlar bu çalışmada detaylı olarak ele alınmıştır.
Abstract
In this study, a comparison was made that in the direction of how the energy planning process works in Turkey and Germany. Firstly, Hochschule Offenburg power plant in Offenburg the town of in Germany was investigated to make a compare. Therefore, the legal and regional arrangements were examined energy production systems such as power plants in planning process in Germany. With this legislation, norms and standards were established surveys. The points where the plant is from project phase to up to the current situation were discussed on surveys with engineers, designers, planners and academics. The second part of this study, Hamitabat Power Plant is located in the Thrace Region were examined for a clear understanding to how the energy planning process in Turkey. Turkey?s legal regulations were investigated in parallel with German?s norms and standards. Subsequently, the process of the plant prior to the establishment, installation process, commissioning process and the current state in detail were discussed with engineers and workers. In this study, different from each other for power plants in two different countries to the energy planning what is taken into account, decisive planning parameters, the methods used, advanced planning approaches, computer aided software by international energy organizations were investigated with details. Power plants with existing applications that are installed as part of the negotiations and the legal regulations were examined in this study.
