| dc.description.abstract | Üç özgürlükler olarak da adlandırılan seyahat ve yerleşme özgürlükleri ile mülkiyet hakkı, Kıbrıs sorunu içerisinde çözüm bekleyen en önemli gündem maddelerinden birini oluşturmaktadır. Her iki taraf da bu sorunun, Kıbrıs sorununun ana ekseninde yer aldığını düşünmekte, bu konuda verilecek bir tavizi, Kıbrıs'ın bütününe yönelik çözüm tezlerinden atılan bir geri adım olarak algılamaktadırlar. Bu nedenle çözüm yolundaki çabalar da çoğunlukla çıkmaza girmektedir. Varılacak bir çözümün adil ve kalıcı olması isteniyorsa, seyahat özgürlüğü yeni ortaklık düzeni kurulur kurulmaz hayata geçirilmeli; ancak yerleşim ve mülkiyet özgürlükleri bazı kısıtlamalara tabi tutulmalıdır. | en_US |
| dc.description.abstract | Freedoms of movement and settlement and right to property, also called as three freedoms, constitutes one of the most important issue in the Cyprus problem that is waiting for settlement. In Cyprus, both sides think that this issue takes part in the main axis of the Cyprus problem and perceive that any concession in this issue is a back step in their thesis for an overall settlement of Cyprus problem. For this reason, efforts for settlement mostly come to a dead end. If it is desired that future settlement will be just and permanent, freedom of movement must be implemented as soon as the new partnership established; but freedom of settlement and right to property must be subject to some restrictions. | en_US |
