Abstract
İş Sağlığı ve İş Güvenliği çalışmalarının amacı, iş kazaları ve meslek hastalıklarından çalışanları korumak, daha sağlıklı bir ortamda çalışmalarını sağlamaktır. Ancak iki husus vardır ki bunları gözardı etmemek gerekir. Bunlardan biri üretimin güvenliğini sağlayarak verimi artırmak, diğer ise; işletme güvenliğini sağlamaktır. İş kazaları ile meslek hastalıklarının neden oldukları kayıpları en aza indirmek amacı ile bilimsel araştırmalara dayalı güvenlik önlemlerinin saptanması ve uygulanması doğrultusundaki çalışmalar ise kısaca İş Güvenliği terimi içinde toplanmaktadır. İş Sağlığı ve Güvenliğinin genel amacı; gerek işçiye ve gerekse ailesine, iş yerine ve diğer merciilere gelen yükümlülükleri azaltmak ve buna bağlı olarak, ülke ekonomisine verdiği zararları önlemektir. iii Yüksek Lisans Tezi olarak sunulan bu çalışmada İş Sağlığı ve Güvenliği sorununa çözüm olabileceği düşünülen, bu konuda yeni ancak kabul görmüş ve yaygınlaşmakta olan yönetim Sistemi 18001 ele alınmış, temel kavramları anlatılmış ve Elektronik Sektöründeki uygulamaları üzerinde çalışılmıştır. Örnek olarak seçilen Profilo Telra Elektronik San. Tic. A.Ş.'de ki uygulamalarına yer verilmiştir. Çalışmada ayrıca, AB uyum çalışmaları çerçevesinde; İş Sağlığı ve Güvenliği konularında oluşan yeni mevzuat irdelenmiş, değişiklikler vurgulanmıştır. 1475 Sayılı İş Kanunundaki ?İşçi Sağlığı ve Güvenliği kavramı yerine,4857 Sayılı yeni İş Kanunu ve bu kanunu destekleyen tüzük/yönetmelikler incelendiğinde; aslında tüm işletmelerin belge almasalarda; bir İş Sağlığı ve İş Güvenliği Yönetim Sistemi kurmaları gerekliliği görülmektedir. Abstract
The aim of the studies on the business health and the business security is to protect employees from industrial accidents and job illnesses, and provide them to work at healthier environment. However, there are two conditions we must consider, which are to increase the productivity by providing the security of the production, and to provide the management security. Determining and applying the security precautions based on scientific research by minimizing the loss that are caused by the industrial accidents and job illnesses is briefly `business security. The general purpose of the business health and the business security is to reduce the responsibilities of the employees, their families, factory and the other departments; and related with this, to prevent the damages on the country economy. In this master thesis, the administration system 18001 which is recently accepted and spreading, and which can be a solution to the business health and security problem is considered. The main concepts of this is explained and the applications of this on the electronic sector is expressed. For instance, the applications at `Profilo Telra Elektronik San. Tic. A.Ş which is selected as an example is explained. Furhermore, in this thesis, the new concept about the business health and security that is parallel with the EU adaptation studies is studied, and the changes are emphasized. When new 4857 numbered business law instead of the employee health and security concept in 1475 numbered business law, and the rules and the regulations that support this law is examined, the necessity to set up a business health and a business security administration system for all the factories is seen.
