The concept of communicative planning, which carries traditional and hierarchical planning processes to a communicative base by developing dialogue and cooperation between participants/actors, has brought planners beyond being a simple bureaucrat/technocrat as well. This study problematizes how planners perceive and implement the roles of communicative planning for planners.
