| dc.description.abstract | İnsani Gelişme Endeksi (İGE); insani gelişmeyi gelir, eğitim ve sağlık göstergelerini dikkate alarak ölçmeyi hedefleyen bir endekstir. Birleşmiş Milletler (BM) bünyesinde oluşturulan Birleşmiş Milletler Kalkınma Programı (UNDP), 1990 yılından günümüze “İnsani Gelişme Raporu” adı altında bir yıllık araştırma yayınlamaktadır. Bu rapor da yer alan İGE, uzun bir yaşam sürmek, bilgi sahibi olmak ve onurlu bir yaşam standardına sahip olmak gibi en basit insani özellikleri yansıtmaktadır. İGE değerinin hesaplanmasında; yaşam beklentisi endeksi, eğitim endeksi ve gelir endeksi olmak üzere üç alt endeks kullanılmaktadır. Bu çalışmada; kalkınma ve gelişme kavramlarından yola çıkılıp ülkeler için geliştirilen İGE ele alınmış ve bu indeks Türkiye’deki iller için uygulanarak endekse göre illerin genel sıralaması elde edilmiştir. Ayrıca illerin endeks değerlerine göre farklı alt gruplara ayrıldığı kümeleme analizi yardımıyla gösterilmiştir. Elde edilen sonuçlar ile Türkiye’deki illerin insani gelişmede farklılık ve benzerlikleri ortaya koyularak, gelişme ve kalkınmalarında benzerlik ve özellikler belirlenmiştir. Endeks değerleri düşük olan iller de, gelişimi sağlayacak yatırım ve faaliyetlere öncelik verilerek bölgesel stratejiler geliştirilmesinin önemi vurgulanmıştır. | en_US |

| dc.description.abstract | Human Development İndex (HDI) is an index that aims to measure the human development by taking into account the income, education and health indicators. United Nations Development Programme(UNDP) created in the United Nations system publishes an annual report with name of "Human Development Report" since 1990. In this report HDI, reflects the most basic human characteristics like lifelong rides, having knowledge and a dignified standard of living.Life Expectancy Index, Education Index and Income Index are three sub-indices which are used to calculate the value of human development index. In this study, human development index has been discussed based on the concept of development and progress and this index has been employed for the provinces of Turkey and thus, the overall ranking of the provinces were obtained. Province of index values are shown with the help of cluster analysis is divided into different sub-groups according to this index. Based on the results of this analysis;the differences and similarities of the provinces of Turkey in terms of human development index has been put forward to determine the similarities and characteristics in the progress and development. The importance of the development of regional strategies has been emphasized in the provinces having low index values by giving priority to the investments which allows the development of regional strategies and activities. | en_US |
