| dc.description.abstract | 2002 yılında gerçekleştirilen genel seçimler sonucu iktidara gelen Adalet ve Kalkınma Partisi, Türkiye'nin Ortadoğu bölgesinde geleneksel olarak sürdürdüğü güvenlik öncelikli dış politika anlayışını terk etmiş ve bu bölgede Komşularla Sıfır Sorun Politikası yaklaşımı adı verilen yeni bir dış politika anlayışı doğrultusunda hareket etmeye başlamıştır. Türkiye'nin Ortadoğu bölgesinde yer alan ülkelerle olan sorunlarının ekonomik, kültürel ve toplumsal araçlar vasıtasıyla çözümlenmesini ve bu ülkelerle olan ikili ilişkilerin imkanların el verdiği ölçüde geliştirilmesini amaçlayan bu yeni dış politika anlayışı, kısa vadede kendisinden beklenen sonuçları vermiş ve Türkiye'nin Ortadoğu bölgesinde yer alan birtakım ülkelerle olan ilişkilerinde dikkate değer bir ilerleme gerçekleşmiştir. Fakat bu ilerleme çok uzun soluklu olmamıştır. Özellikle söz konusu bölge içerisinde yer alan İsrail'le yaşanan Mavi Marmara Krizi ve Arap Baharı olarak nitelendirilen halk hareketlerinin Suriye'ye sıçramasının ardından bu ülkeyle yaşanan Suriye Krizi, Komşularla Sıfır Sorun Politikası yaklaşımının işlevselliğini önemli ölçüde yitirmesine ve bu bağlamda başarısız olmasına neden olmuştur. Nitekim söz konusu politikanın başarısız olmasının ardından Türkiye, yaşanan bahsi geçen krizlerin etkisiyle, Ortadoğu bölgesinde yeniden güvenlik öncelikli bir dış politika takip etmeye başlamıştır. Bu doğrultuda çalışma, Türkiye'nin 2002-2012 yılları arasında yeni dış politika anlayışı çerçevesinde şekillendirdiği Ortadoğu bölgesine yönelik dış politikasının temel esaslarını ve bu esaslarda meydana gelen değişiklikleri neorealist kuram çerçevesinde açıklamak amacıyla yapılmıştır. Çalışma, tanımlayıcı bir niteliğe sahip olarak, 2002-2012 yılları arasında Türkiye'nin Ortadoğu bölgesine olan dış politikasını ve bu politikanın temel dayanak noktalarını neorealist teori çerçevesinde analiz ederek açıklamaktadır. Çalışma üç ana bölümden oluşmaktadır. İlk bölüm genel itibariyle çalışmanın kavramsal ve kuramsal çerçevesini içermektedir. İkinci bölümde Türkiye'nin Ortadoğu bölgesine yönelik dış politikasının tarihsel arka planı analiz edilmektedir. Üçüncü bölümde ise neorealist kuram çerçevesinde 2002-2012 yılları arası dönemde Türkiye'nin Ortadoğu bölgesine yönelik dış politikası değerlendirilmektedir. | en_US |

| dc.description.abstract | Justice and Development Party which came into power as a result of the general elections held in 2002 left the security-priority sense of foreign policy which Turkey traditionally maintains in the Middle East region and started to act in line with a new sense of foreign policy called as the Policy of Zero Problems with the Neighbours approach in this region. This new sense of foreign policy aiming the settlement of Turkey's problems with the countries located in the Middle East region via economic, cultural and social means and the development of the bilateral relations with these countries within the bounds of possibility gave the results expected from it and achieved a remarkable progress in Turkey's relationships with several countries located in the Middle East region. However, this progress was not very long-term. In particular, the Syrian Crisis experienced with Syria after the civil commotions characterized as the Mavi Marmara Crisis and the Arab Spring experienced with Israel located within the said region spread to Syria caused the Policy of Zero Problems with the Neighbours approach lost its functionality to a considerable extent and failed in this regard. As a matter of fact, after the said policy failed, Turkey started to follow up a security-priority foreign policy again in the Middle East region by the effect of the mentioned crisis experienced. Accordingly, the study was carried out for the purpose of describing the basic principles of Turkey's foreign policy for the Middle East region which Turkey configured within the framework of the new sense of foreign policy between the years of 2002-2012 and the changes which occurred in these principles within the framework of the neorealist theory. The study has a descriptive characteristic and analyzes and describes Turkey's foreign policy for the Middle East region between the years of 2002-2012 and the basic reference points of this policy within the framework of the neorealist theory. The study consists of three main parts. The first part includes the conceptual and theoretical framework of the study in general terms. In the second part, the Historical background of Turkey's foreign policy for the Middle East region is analyzed. In the third part, however, Turkey's foreign policy for the Middle East region within the period between the years of 2002-2012 is evaluated within the framework of the neorealist theory. | en_US |
