Özet
Başta Amerika Birleşik Devletleri (ABD) olmak üzere, bir çok Batılı devlet sadece nükleer silahlara sahip bir İran?a değil, nükleer bilgiye ve teknolojiye kendi imkanlarıyla sahip bir İran?a da karşıdır. ABD, radikal islami grupların yol açtığı uluslararası terörizme ilişkin gerekçelerini, sürdürdüğü terörizm savaşında ve İran ?in nükleer faaliyetlerini engellemede uluslararası toplumu kendi tarafına çekmek için önemli ideolojik araçlar olarak kullanmaktadır. Diğer yandan İran tarafı da nükleer faaliyetleri dolayısıyla ABD?nin baskılarını kendi güvenliğine ve rejimin devamlılığına yönelik en önemli tehdit olarak algılamakta ve bu tehdidi azaltmak için ABD ile rekabet içinde olan Rusya ve Çin ile ilişkilerini geliştirmeye ve silahlanmaya ağırlık vermektedir. Bu ortamda nükleer teknolojiye sahip olmasının en doğal hakki olduğunu ve barışçıl bir amaç taşıdığını vurgulayan İran, bunu kitle imha silahları yapmak için kullanmayacağı söyleminde inandırıcı gözükmemektedir. Gerçekte ABD ve İran?ın birbirlerine karşı duydukları güvensizlik iki ülke arasında nükleer teknoloji konusunda en önemli sorunu oluşturmaktadır. Bu güvensizliği daha fazla derinleştiren de ABD?nin Ortadoğu?da nükleer silahlara sahip olduğu bilinen Israil?i desteklemesi gözükmektedir.Anahtar Kelimeler:İran,Nükleer,Enerji ,Silah,Uranyum
Abstract
Especially United States of America (USA), Many Western Countries has opposed not only to an Iran with nuclear weapons, but also to an Iran capable of developing its own nuclear know-how and technology. The US has used its arguments on international terrorism caused by radical Islamic groups as the main ideological tools to get support of „international community for both the continuation of its war on terrorism and the prevention of Irans nuclear activities. The Iranian side has, on the other hand, perceived the US pressure on itself regarding the nuclear issue as the biggest threat against its security and the continuation of the Islamic regime, and therefore tried to enhance its relationships with the likely competitors (e.g. Russia and China) of the US, and armed itself in order to reduce the American intimidation. Under this situation, Iran that has emphasised that developing its own nuclear technology is its inalienable right and has a peaceful purpose, but does not aim to build nuclear weapons, appears to have been unconvincing. In reality, it is the mutual mistrust that has been the biggest problem between the US and Iran on the latters nuclear activities. This distrust seems to have been even further deepened by the US support for Israel believed to be the only state possessed nuclear weapons in the Middle East.Key Words:Iran, Nuclear, Energy,Weapon,Uranium
