dc.description.abstractToday many developed countries, called information society, have gained the level of technology and development with respect to the investments they made in human source they give importance. In recent years, when the level of development of any country is explained, due to their GDP per capita levels. The human power that those counties have is taken into account as an important indicator. Besides physical factors, human factor has gained importance today. Education is one of the most effective factors in development. Thus, the expenditure on education is, to a great extend, regarded as investmenten_US
dc.description.abstractGünümüzde bilgi toplumu olarak isimlendirilen birçok gelişmiş ülke, sahip oldukları teknoloji ve gelişmişlik düzeylerini önem vermiş oldukları beşeri kaynağa yaptıkları yatırımlar sayesinde elde etmişlerdir. Yine son yıllarda ülkelerin gelişmişlik düzeyleri ifade edilirken, kişi başına düşen milli gelir gibi unsurların yanı sıra söz konusu ülkelerin sahip olduğu insan gücü oranları da önemli bir gösterge olarak dikkate alınmaktadır. Kalkınmada fiziki faktörlerin yanı sıra, günümüzde beşeri faktörlerin de rolü giderek önem arz etmiş ve bunun neticesinde eğitimin, kalkınmanın en etkili araçlarından biri olarak görülmesi nedeniyle eğitime yapılan harcamaların bir yatırım olduğu geniş ölçüde kabul edilmiştiren_US
