Abstract
Ülkelerin kalkınma planlarının ve ekonomi politikalarının önemli bir aktörü olan girişimcilik, tüm dünyanın ilgi odağı haline gelmiştir. Ülkeler her yıl girişimcilik verilerini yayınlamakta ve girişimciliğin teşviki ile ilgili olarak gerekli plan ve programlarını hazırlamaktadırlar. 1999 yılından bu yana faaliyet gösteren Küresel Girişimcilik Monitörü (GEM) topluluğu, ülkeleri belirli kriterler çerçevesinde değerlendirerek girişimcilik faaliyetleri ile ilgili ülkesel düzeyde raporlar sunarken aynı zamanda dünya ülkelerinin karşılaştırmalı girişimcilik raporlarını da sunmaktadır. Bu çalışmada, 2016-2017 Küresel Girişimcilik Monitörü (GEM) katılımcısı ülkeler, girişimcilik endeksi değerlerine göre Veri Madenciliği yöntemleri kullanılarak kümelenmiş ve bu ülkelerin, hangi ülkelerle benzerlik gösterdiği belirlenmiştir. Araştırmaya Türkiye’nin de içinde bulunduğu raporda yer alan 64 ülke dâhil edilmiştir. Toplam yedi ana başlık altında toplanan 27 adet değişken, GEM’in 20162017 dönem raporundan seçilmiştir. Kümeleme için hiyerarşik kümeleme yöntemi olan Ward’ın tekniği ve hiyerarşik olmayan kümeleme yöntemlerinden KOrtalamalar tekniği esas alınmıştır. Öncelikle yedi ana başlık için her iki yöntemle kümeleme analizleri yapılmış ve karşılaştırılmıştır. Daha sonra tüm değişkenler için genel kümeleme analizi yapılmıştır. Tüm girişimcilik değişkenleri esas alınarak yapılan hiyerarşik kümeleme analizi sonuçlarına göre Türkiye’nin Kazakistan, Katar, İran, BAE, Makedonya, Fas, Arjantin ve El Salvador ile aynı kümede olduğu belirlenmiştir.
Entrepreneurship, which is an important actor in the country's development plans and economic policies, has become the focus of attention all over the world. Countries publish entrepreneurial data every year and prepare necessary plans and programs for the promotion of entrepreneurship. The Global Entrepreneurship Monitor (GEM) community, which has been operating since 1999, has been evaluating countries' specific criteria and presenting comparative entrepreneurship reports on both the national and world countries regarding entrepreneurial activities. In this study, 2016-2017 Global Entrepreneurship Monitor (GEM) countries will be clustered according to the values of entrepreneurship index by using data mining methods and the countries in which these countries are similar have been determined. 64 countries that Turkey is also found in survey were included. A total of 27 variables, which were collected under 7 main headings, were selected from the 2016-2017 period report of the GEM. The technique of Ward, which is the hierarchical clustering method, and the K-Means technique of non-hierarchical clustering methods, are based on for clustering. First, clustering was performed for 7 main headings by both methods. Then, for all variables, general clustering was performed. According to the results of hierarchical clustering analysis based on all variables Turkey is in the same cluster with Qatar, Iran, United Arab Emirates, Macedonia, Morocco, Argentina and El Salvador.
