Özet
Soğuk Savaş dönemi sonrasında uluslararası sisteme devletlerin yanında devlet dışı aktörler ve sivil toplum kuruluşları da katılmıştır. Sisteme eklenen bu aktörler yüzünden uluslararası ilişkilerin sadece devletler arasında yürütüldüğü anlayışı değişmeye başlamıştır. Yönetim alanında yaşanan değişimler diplomasiye de yansımıştır. Devletler arası ilişkileri yürüten klasik diplomasi artık bu görevini icra etmede yetersiz kalmıştır. Bu bağlamda devletlerin dış politikalarında, sivil toplumu ve kamuoylarını gözeten kamu diplomasisinin önemi giderek artmıştır. Devletlerin dış politikalarında önemi yadsınamaz olan kamu diplomasisi, Türk dış politikasında da kendine yer bulmuştur. Bu çalışmada Türkiye ve Gürcistan ilişkileri kamu diplomasisi bağlamında incelenmiştir. Diğer bir ifadeyle Türk kamu diplomasisi aktörlerinin Gürcistan'daki faaliyetleri mercek altına alınmıştır. Bu aktörlerin faaliyetleri kültürel alana yoğunlaşsa da sağlıktan eğitime, eğitimden ekonomiye varıncaya dek birçok alanda kamu diplomasisi çalışmaları yürütülmektedir.
After the Cold-War era, non-state actors and non-governmental organizations too, have joined the international system alongside the states. The understanding that the international relations were carried out solely by and between the states has begun to change upon the articulation of the mentioned actors to the system. Changes in the field of administration have also been reflected in diplomacy. Conventional diplomacy that had been regulating the relations between the states was no longer sufficient to perform this task. In this context, the public diplomacy, which draws attention to the civil society and public opinion, has gradually become pivotal in the foreign policies of states. Public diplomacy, importance of which is undeniable in the foreign policies of the states, has also found its place within Turkish foreign policy. In this study, the relations between Turkey and Georgia are examined within the context of public diplomacy. In other words, the activities of Turkish public diplomacy actors in Georgia have been scrutinized hereunder. Although the activities of the mentioned actors seem to concentrate in the field of culture, public diplomacy activities are actually carried out within many fields, ranging from health to education and from education to economy.
