Özet
Araştırmanın konusu "AR-GE HARCAMALARININ EKONOMİK BÜYÜME ÜZERİNE ETKİSİ: AB ÜLKELERİ VE TÜRKİYE ÖRNEĞİ" olarak belirlenmiştir. Yeni endüstri devrimi olarak adlandırılan Endüstri 4.0 stratejilerinin, Ar-Ge çalışmaları ve stratejik programlarının irdelenerek ekonomik büyüme üzerine etkileri incelenmiştir. Ar-Ge çalışmalarının uyarıcı etkisiyle başlayan endüstri devrimlerinin şekillenme biçimleri, AB ve Türkiye'nin yöntem ve şartları, süreç içerisinde gelişen Ar-Ge stratejileri ve desteklerinin büyüme üzerine etkisi sebep-sonuç ve çıktılar anlatılmıştır. Dördüncü Endüstri devriminin bileşenleri açıklanarak olası etkiler üzerine görüşlere yer verilmiştir. Büyüme teorilerinin toplam ekonomi ve teknolojik gelişme ile ilişkili teorileri ile paralel olarak mevcut durum ve örnek ülkeler arasındaki gelecek stratejilerine yer verilmiştir. AB ve Türkiye'nin geçmişten günümüze Ar-Ge üzerine politikalar, Ar-Ge performansları, beşerî sermayenin gelişimi, destek ve fonlardan yararlanma oranları, süreç yönetimi ve ekonomik etkilerine yer verilmiştir. Türkiye ve Avrupa Birliği için 2007-2018 dönem aralığında Türkiye ve seçilmiş 21 Avrupa Ülkesi için panel denklem modellemesi kullanılarak Ar-Ge harcamalarının büyüme oranı arasındaki ilişkinin incelenmiştir.
The subject of the research was the EFFECT OF R&D EXPENDITURE ON ECONOMIC GROWTH: THE EXAMPLE OF EU COUNTRIES AND TURKEY. Industry 4.0 will be the new industrial revolution. Formation of industrial revolutions where R&D education can be applied, cause-effect and outputs on growth of EU and Turkey and R&D advantages and supports that they can benefit from using process. Views on how to design the Fourth Industry in such a way that its design can be open are given. The theories of growth include theories about the total economy and development, as well as the current situation and their future with examples. The EU and Turkey will benefit from education, R&D will be tAr-Geted, human capital services and funds, program management and economic aspects are included. The 2007-2018 period outlook for Turkey and the European Union is related to the increase in panel connections for Turkey and 21 European Unions, which are included in the R&D expenditures.
