Abstract
Her meslek kendine özgü bir yetenek gerektirirler. El becerisi olmayan birinin marangozluk yapması, müzik kulağı olmayan birinin herhangi bir müzik aletini çalması oldukça zordur. Bu kişilerin mesleklerini iyi ve başarılı bir şekilde yapması mümkün olmayabilir. Liderlik de yöneticilik mesleğinin gerektirdiği temel yeteneklerden biridir. Liderlik özelliğine sahip olmayan yöneticilerin çalıştıkları örgütlerini verimli kılmaları ve üst noktalara taşımaları oldukça zordur. Eğitim öğretimin gelişmesi ve ilerlemesinde okul müdürlerine büyük görevler düşmektedir. Okul müdürlerinin ilkeleri, içselleştirmiş bir liderlik anlayışına sahip olmaları, 21. yüzyıl eğitim anlayışına bir yanıt olabilir. Ortaöğretim okul müdürlerini etkileyen olumsuz faktörlerin neler olduğunun tespiti ve azaltılmasına yönelik önlemlerin belirlenmesi yoluyla okul ortamlarının niteliğinin yükseltilmesi, öğrencilerin sağlıklı bireyler olarak topluma kazandırılabilmesi için gereklidir. Toplumsal gelişme sürecinde, dönüşümü başlatma sorumluluğu okullardadır. Bu noktada bir eğitim yöneticisi olarak okul müdürü, kendinden beklenen liderlik davranışlarını sergilemek durumundadır. Bu araştırmanın temel amacı, okul müdürlerin liderlik özelliklerini öğretmenlerin görüşlerine göre belirlemektir. Betimsel tarama modeli kullanılan bu araştırmada, veriler 2016-2017 Eğitim Öğretim yılında Edirne Merkezinde bulunan Milli Eğitim Bakanlığı’na bağlı liselerde görevli 200 branş öğretmeninden toplanmıştır. Okul müdürlerinin liderlik yeterliklerinin boyutu incelendiğinde; öğretmenler, okul müdürlerinin liderlik özelliklerinin orta düzeyde olduğunu yansıtmaktadırlar. Buna göre okul müdürlerinin isabetli kararlar almada, sorunları etraflıca düşünmede, eleştiri ve önerilere açık olmada, bilimsel bir tutum sergilemede, çalışanları etkilemede, kendilerinden istenen ve beklenen düzeyde olmadıkları söylenebilir. Bu sonuçlara göre, okul müdürlerinin, aldıkları yönetsel karar ve uygulamalarda demokratik bir yönetim sergilemede, esnek ve açık fikirli olmakta çoğulculuğu ve farklılığı vurgulamada, farkındalığı yaratmada, istenen düzeyde olmadıkları söylenebilir.

Every profession requires distinctive talent.A man cannot be succesful carpenter without hand skills and another man cannot be a well known musician without good music ear.Without necessary abilities any people cannot be succesful in their professional life.In a similar way Leadership requires special abillty.The people, who wants to be manager in any professional area needs to have strong leadership abilities.The people who likes to be manager without leadership abilities cannot be succesful and efficient managers in their organisations.They can manage to administrate the organisation but cannot improve and carry to upper levels. In the development of education and training system,the school master is a necessary and key person.The school master has to have different responsibilities in educational improvement. The school master should have leadership abilities and understanding of advanced 21st century education and training systems.With good leadership abilities and necessary training will support the master to reply the complicated questions of new era. School educatinal atmosphere can be improved and the students trained as good and succesful citizens by careful observations and eliminating the negative factors affecting school masters. The schools have the responsibility of commencing transformations in communities social development processes.In this stage the school master as a manager has to show leadership abilities expected. Main objective of this investigation:to determine the leadership capacities of schoolmasters according to opinions of several branch teachers.İn this research scientific review method was applied.The data was collected by questionnaire sheets.The 200 school teachers answered the questions prepared.The teachers were selected among the state schools of central area of Edirne.According to the answer sheets coming from the teachers we had a result.The teachers general opinion school masters leadership abilities are in moderate level.If the schoolmasters are accepted as moderate level the education life is suffered from some problems like these summarised below: The school masters will not be sufficient and efficient in official decision making,in scientifically critisizm the problems in their managerial responsibilities,democratic understanding,in being open minded and flexibility.
