Özet
Şubat 1917'de Rusya'da meydana gelen ihtilal ile birlikte Çarlık rejimi yıkılmıştır. Bahsi geçen rejimin yıkılması Azerbaycan Türklerine, milli devletlerini kurma sürecinde önemli fırsat bir sunmuştur. Bu doğrultuda Mayıs 1918'de bağımsızlığını ilan etmiş olan Azerbaycan'ın en büyük destekçisi ise Osmanlı Devleti olmuştur. İki devlet arasında kurulmuş olan ilişkiler Azerbaycan ve Anadolu Türklüğü arasındaki bağları da daha güçlü bir hale getirmiştir. Bahsi geçen bağlar Osmanlı Türklüğünün söylemine yansımış ve Azerbaycan, Türk kamuoyunda hep gündemde kalmıştır. Bu doğrultuda öncelikle Azerbaycan'da meydana gelen milli canlanmadan bahsedilerek devletleşme süreci ele alınmıştır. Ardından Türk basınında Azerbaycan'ın bağımsızlığının ilanı ve bağımsızlığının tanınmasının kamuoyunda yarattığı yankılara değinilmiştir. Son olarak Osmanlı devlet adamları ve aydınlarının bağımsızlığa bakışı incelenmiştir. Çalışmada "İki devlet bir millet" söylemini inşa eden tarihi temellerin ve algının ortaya çıkışı incelenmiştir. Ayrıca Kafkasya'da ortaya çıkan Türk ve Müslüman bir devletin Osmanlı Türkiye'sinde nasıl karşılık bulduğunu göstermek amaçlanmaktadır.
With the revolution in Russia in February 1917, the Tsarist regime collapsed. The destruction of the said regime provided an important opportunity for Azerbaijan Turks in the process of establishing their national state. Accordingly, the biggest supporter of Azerbaijan, which declared its independence in May 1918, was the Ottoman State. The relations established between the two states also strengthened the relations between Azerbaijan and Anatolian Turkishness. Said relations are reflected in the discourse of Ottoman Turkishness and Azerbaijan has always remained on the agenda in Turkish public opinion. In this direction, first of all, the national revival in Azerbaijan has been mentioned and the process of nationalization has been addressed. Then, the reflection of the public to announcement of the independence and recognition of the independence of Azerbaijan in the Turkish press were mentioned. Finally, the view of Ottoman statesmen and intellectuals on independence was examined. In this study, the emergence of historical foundations and perception that built the discourse of "Two states one nation" was examined. Also, it is intended to show how find to respond to a Turkish and Muslim state occurring in the Caucasus in Ottoman Turkey.
