Abstract
Güç kavramı dünya siyasetinde tarih boyunca belirleyici bir unsur olmuştur. Ülkeler arasındaki ilişkilerin düzenlenmesi, güç unsuruyla yakından ilişkilidir. “Yumuşak güç” kavramı ise, uluslararası ilişkilerin gerek uygulama, gerekse teorik düzleminde 2000 yılı sonrası sıklıkla üzerinde durulan kavramlarından biri haline gelmiştir. Yumuşak güç temelde, ülkelerin askeri ya da finansal yaptırımlar kullanmadan, diğer ülkeler için çekici olabilecek, eğitim ve turizm gibi sosyal alanları da içine alan kültürel ve yaşamsal konularda tercihleri etkileyebilen bir farklılaşmadır. Ülkelerin sahip olduğu yumuşak güç unsurları ne kadar fazla ve ayrıca bu unsurların uluslararası boyuttaki tanıtımı ne kadar başarılıysa diğer ülkeler karşısındaki mukayeseli üstünlüğü de o ölçüde yükselecektir. Ülkelerin yumuşak güç endeksleri hesaplanırken kullanılan önemli bir değerleme kriteri de eğitimdir. Eğitimin içinde ise, sistemsel özellikler, o ülkede bulunan dil okulları, eğitim kurumlarının diğer ülkelerin eğitim kurumlarıyla olan entegrasyonu ve uyumu gibi konular yer almaktadır. Tüm eğitim kurumları içinde ise yükseköğretim kurumları ayrı bir öneme sahiptir. Bu bağlamda, köklü, entelektüel ve teknik altyapısı sağlam kurumlar o ülkenin gücünü arttırmaktadır. Bu çalışmada, Trakya Üniversitesi’nde bilhassa Balkanlar üzerine gerçekleştirilen uluslararası eğitim faaliyetleri incelenmiş, alanına sağladığı katma değeri ortaya koymak hedeflenmiştir. Ayrıca çalışmada, kurumun tüm birimlerine ait mevcut katkılar ortaya konmuştur. Bu ise gerçekleşen faaliyetlerin net bir şekilde görülebilmesini sağlayacak, geleceğe dair planlamalarına da rehber olabilecektir.
The concept of power has been a determining factor in world politics throughout history. The regulation of relations between countries is closely related to the element of power. The concept of "soft power", on the other hand, has become one of the concepts that are frequently emphasized after 2000, both in practice and in theory. Soft power is basically a differentiation that can be attractive to other countries without the use of military or financial sanctions, and that can affect preferences in cultural and vital issues, including social areas such as education and tourism. The more soft power elements that countries have, and the more successful the international promotion of these elements, the higher their comparative advantage over other countries will be. Another important evaluation criterion used in calculating soft power indices of countries is education. In education, there are issues such as systemic features, language schools in that country, integration and harmony of educational institutions with educational institutions of other countries. Among all educational institutions, higher education institutions have a special importance. In this context, deep-rooted institutions with strong intellectual and technical infrastructure increase the power of that country. In this study, the international education activities carried out in Trakya University, especially on the Balkans, were examined and it was aimed to reveal the added value it provided to the field. In addition, the present contributions of all units of the institution were revealed in the study. This will ensure that the activities carried out can be seen clearly and can guide their planning for the future.
