Özet
Binlerce yıllık devlet geleneği ile Yirminci yüzyıla giren Türkiye eşsiz jeostratejik konumuyla dünyanın sorunlar coğrafyası Ortadoğu ' ya komşu durumdadır. Türkiye'nin komşuları arasında birbiri ile sorunu oylan yok gibidir. Türkiye de tüm komşuları ile farklı sorunlar yaşamaktadır. Bu sorunların birçoğunun kaynağı tarihsel süreçte geçmişten günümüze taşınan sorunlardır. Türkiye'nin Ortadoğu ' da ve hatta dünyadaki tek Müslüman, laik ve demokratik ülke oluşu etrafındaki çeşitli şekillerdeki dikta rejimleri ile yönetilen ve bir devlet geleneğinden mahrum, istikrarsızlık ve kaoslar içinde yaşaya gelmiş ve güçlerini bu durumdan alan idareler tarafından her zaman bir tehdit olarak algılanmıştır. Bu yönetimler kendilerini savunma stratejisi olarak saldırı prensibini benimsemişler ve Türkiye'yi zayıf düşürecek her türlü oluşum ve faaliyete destek vermekten çekinmemişlerdir. Bu çalışmada tüm komşıılarımız ve özellikle İran , Trak ve Suriye ile olan ilişkilerimiz tarihi süreci içinde incelenecek ve temel sorunlanmız çerçevesinde ülkemize bu ülkelerden ~önelen tehditler ortaya konulmaya çalışılacaktır. Ayrıca tarihte hep olumlu ilişkiler içinde olduğumuz ve son yıllarda global terörizmin çıkış noktası olarak değişen dünya düzenini etkileyen en önemli ülkelerden biri olarak ortaya çıkan Afganistan' la ilişkilerimize de kısaca değinilmiştir. Bu çalışmanın çevremizdeki ülkelerle ilişkilerimizin değerlendirilmesinde, sorunların tarihsel süreç ve ortaya çıkışlarını görerek ve ilerisi için çözüm, politika ve fikir üretirken daha geniş çerçeveden bakılabilmesinde katkı sağlayacağı inancmdayı m. Stepping i oto 21 st century w ith thou and<: year of st at e tradition, Turkey is neighbor to earth's most troubled area, Middle East, due to its geo-strategic position. Of its neighbor countries, there is none with no conflicts with other neighborinJ countries. Thus, Turkey itself has various problems with these countries. Most of these problems have evolved through a hjstorical discourse till present time. Primarily, Turkey, being the only secular, democratic and Muslim country in the Middle East, evenin the World, is perceived as a threat by surraunding regimes that lack state traditions and lived through and took their power from chaos and instability. In trus context, these regimes have adapted offensive policy as the best defense strategy and supported all types of activities to weaken Turkey. In this study, through these presumptions, Turkey's relations with its all neighbors, especially Iran, Iraq and Syria, are evaluated in its histoncal course and threats from these countries are attempted to be set in a framework of these basic problems. Besi des, the relations between Turkey and Afghanistan which is counted as the source of global terrorism of the recent years, has been al so evaluated. This study is assumed to be useful in evaluating Turkey' s relations with neighboring countries and in proposing new solutions and policies to the problems by contributing histarical awareness and vision.
