Özet
Türkiye Cumhuriyeti kurulduğundan bugüne çeşitli göç hareketlerine ev sahipliği yapmıştır. İlk başlarda göç veren ülke iken sonrasında ise transit bir ülke konumuna gelmiştir. Maruz kaldığı göçlere yönelik hem ulusal tüzüğü doğrultusunda hem de Avrupa Birliği uyum politikası çerçevesinde çeşitli kanun ve mevzuatlar düzenlemiştir. Gerçekleştirilen bir dizi düzenlemelere rağmen Suriye krizi ile tekrardan yetersiz olduğu anlaşılmıştır. 2011 yılında Suriye’de yaşanan siyasi olaylar sonrasında Türkiye, uzun zaman sonra kitlesel bir göçe maruz kalmıştır. Bu kitlesel göçün geçici olacağı düşünülerek kalıcı politikalar oluşturulmamış ve büyük bir yanılgıya düşülmüştür. Türkiye’nin birçok kentinde sayılarının da artmasıyla birlikte bulundukları alan içerisinde birçok noktada değişikliklere neden olmuştur. Toplum ve kentsel alan içerisinde ortaya çıkan bu sorunların çözümünde merkezi hükümete ek olarak yerel yönetimler önemli bir sorumluluk almıştır. Bu doğrultuda, ilk bölümde göçe ilişkin kavramsal çerçeve, teori ve politikalar açıklanmıştır. İkinci bölümde yerel yönetimlerin göç yönetimi ile olan ilişkisi incelenmiştir. Üçüncü bölümde Suriyeli göçmenlerin kentsel yaşama uyumlarında yerel yönetim politika ve uygulamalarını incelemek üzere ikincil kaynakların yanı sıra nitel araştırma yöntemi tekniklerinden, görüşme ve gözlemden yararlanılarak oluşturulmuştur.
Since the Republic of Turkey was founded, it has hosted various migration movements. At first he was emigrating. Later, it started to receive immigration and became a transit country. Various laws and regulations have been regulated both in line with the national regulation and within the framework of the European Union harmonization policy regarding the migrations it has been exposed to. Despite a series of arrangements made, it was again found to be insufficient with the Syrian crisis. After the political events in Syria in 2011, Turkey has been exposed to a mass migration after a long time. It was thought that this mass migration would be temporary and permanent policies were not established and a great mistake was made. With the increase in their numbers in many cities of Turkey, they have caused changes in many points in the area they are located. In addition to the central government, local governments have taken an important responsibility in solving these problems that arise in the society and the urban area. In this study, the conceptual framework, theory and policies related to migration are explained in the first part. In the second part, the connection of local governments with migration management is examined. In the third part, it has been created by using qualitative research method techniques, interview and observation as well as secondary sources in order to examine the policies and practices of the local government in the adaptation of Syrian immigrants to urban life.
