7. ÖZET Ülkemizde yetişen Sosyal Hizmet Uzmanlarının eğitim ve istihdamlarında kimi sorunlar yaşandığı bilinmektedir. Bu çalışmada, sorunun daha çok lisans eğitimi aşamasındaki boyutu ele alınmıştır. Hacettepe Üniversitesi'ne bağlı olan ülkemizin tek Sosyal Hizmetler Yüksek Okulu'nda lisans eğitimi sırasında İzlenen yetişek (müfredat) programının daha sonraki meslek yaşamında Sosyal Hizmet Uzmanı'nın gereksinimlerini ve karşılaştıkları sorunları çözmede sağladığı performansın irdelenmesi bu tezin başlıca amacıdır. Çalışma, ülkemizdeki Sosyal Hizmetler ve Çocuk Esirgeme Kurumu ile hastanelerde çalşan Sosyal Hizmet Uzman'larını kapsamaktadır. Hedeflenen kitle 400 kişi olup, 199 denek kapsanabilmi§&". Sonuçlar, ömeklemin temsil gücündeki sınırlılıklar nedeniyle özenli değerlendirilmelidir. Veriler mektupla anket {ön denemesi yapılmış) yöntemi ile toplanmıştır. Bilgisayara yüklenen veriler paket istatistik programları ile Ana Bilim Dalımızda analiz edilmiş ve istatistiksel çıkarsamalar yapılmıştır. Çalışma tanımlayıcı, kesitsel tipte bir araştırmadır. Ülke düzeyinde 34 ilde Sosyal Hizmetler ve Çocuk Esirgeme Kurumu Genel Müdürlüğünde bağlı il müdürlükleri, yetiştirme yurtları, huzurevleri, kreş ve gündüz bakımevleri, toplum merkezleri ve hastanelerde çalışan 199 Sosyal Hizmet Uzman'larını kapsayan çalışmada; Sosyal Hizmet Uzmanlarının 87'si (% 21.8) hastanelerde, 313'ü (% 78.3) ise Sosyal Hizmetler ve Çocuk Esirgeme Kurumu Genel Müdürlüğü bünyesinde görev yapmaktadır. Sosyal Hizmet Uzman'larının 103'ü (% 51.8 ) erkek, 96'sı (% 48.3 ) bayandır. Çalışma grubunu daha çok 40 yaşın altında genç bir nüfus oluşturmaktadır ve Sosyal Hizmet Uzmanlarının % 86.3'ü 15 yıl veya daha altında meslek kıdemine sahiptir. Sosyal Hizmet Uzmanlarının çoğu (% 63.6) göreve başladıktan sonra Sosyal Hizmet uygulamalarıyla ilgili, kurs, seminer, hizmetiçi eğitim vb etkinliklere öğrenci olarak katılmıştır. Sosyal Hizmet Uzmanlarının çoğunun (% 63.8) ilk amirleri yine Sosyal Hizmet Uzmanlarıdır. Özellikle Sosyal Hizmet kuruluşlarında hizmetin özelliğinden dolayı katılımcıların % 94 gibi bir çoğunluğu bunu gerekli görmektedir. Katılımcıların % 78.3'ü, lisans eğitim sırasında Sosyal Hizmet Yüksek Okulu'nda yöneticilikle ilgili olarak verilen dersleri yetersiz bulmuştur. % 35,2'si yöntem derslerinin kazandırması beklenen bilgi-beceri alanında açıklan olduğunu belirtmişlerdir. Lisans eğitiminde eklenmesi istenen derslerin toplumsal değişimlere uygun konularda ve teknolojik ilerlemeye göre olması gerektiği vurgulanmıştır. Araştırma grubunun % 85.2'si Sosyal Hizmet Yüksek Okulu'nda çalışma alanlarına göre uzmanlık bölümlerinin kurulmasının ve lisans aşamasında yönlendirmenin uygun olacağı görüşündedir. Katılımcıların % 65.9'unun formal eğitimi en yararlı eğitim biçimi kabul etmeleri etkileşimli (interaktif) yöntemler hakkında fazlaca bir bilgileri olmadığını göstermektedir. Sosyal Hizmet Uzman'larının % 41.5'i, çalışma alanlarındaki sorunların çözümünü önemli ölçüde Sosyal Hizmet kuruluşlarının hizmet politikasının ülke koşullarına göre yeniden belirlenmesi olarak belirtmiştir. Araştırma grubunun %73'ü, Sosyal Hizmet Yüksek Okulu'nda verilen lisans eğitiminin değişen koşullara göre yeniden düzenlenmediği görüşündedir. Sosyal Hizmet mesleği, temel mesleksel değerlere dayanarak, Kişisel Çalışma, Grup Çalışması ve Toplumla Çalışma uygulamaları ile yürütülür. Sosyal Hizmet mesleğinin, içinde bulunduğu toplumun yapısına göre biçimlenmesi koşuldur. Kimi olanakların kapılarının açılması için yeni bir örgütlenmeye gerek vardır. Çağdaş Sosyal Hizmet modellerinin geliştirilebilmesi için kurumların ve yasaların tartışmaya açılması; bu alanda yeni araştırma ve incelemelerin, yeni yasal düzenlemelerinin ve hizmet modellerinin geliştirilmesi birgerekliliktir. It's been known that, our Social Workers -trained in Türkiye, naturally - have been experienced some troubles both in their training track and employement. In this study (thesis), the undergraduate education dimension of the training problem has been reviewed. In the unique institution of Türkiye, as the School of Social Services affiliated to Hacettepe University in Ankara, the evaluation of the performance of curricula pursued during undergraduate education within the following professional practice in term of solving problems faced with and the requirements of the Social Workers, is the pincipal purpose of this thesis The study covers Social Workers who are employed by the National Institute for Social Services and Protection of Children (Sosyal Hizmetler ve Çocuk Esirgeme Kurumu-SHÇEK) and by the hospiatals. Targeted sample at the initiation is 400 but 199 responders have been covered. So, the results should carefully be considered on the basis of the restrictions in the representative power of the sample. The data have been collected via letter quetionnaire which was previously tested on some limited volunteers. The data collected have been loaded to a computer in our Department and necessary analysis and statistical inferences have been rendered through package programmes. The epidemilogical method of the thesis is descriptive and cross-sectional. As countrywide, covering 34 Provisional Directorates of National Institute for Social Services and Protection of Children linked to the General Directorate in Ankara, Child Bearing Houses, Rest Homes for The Elderly People, Kindergartens, Day-Care Homes, Community Centers and the hospital-based employed 199 Social Workers have been included (21.8 % in hospitals, the rest in the others). Of those, 51.8 % is male and 48.3 is female. The study group is basicly consisted of under 40's and 86.3 % of the covered Social Workers have a professi onal experience of less than 15 years. Majority of them have been trained on an in-service basis. And the first hierarchic officer is mostly (63.8 %) another Social Worker again. Because of the peculiarity of the Social Services, a huge majority (94 %) approve this as a necessity. 78.3 % of the participants have qualified the lectures relevant to the Health Administration conducted during the undergraduate education to be insufficient. 35.2 % have stated that they have deficiencies in the area of cognition and skill which should be gained through the Method Lectures. It has also been emphasized that, new topics which will be considered to add into the undergraduate curriculum must be in accordance with the social changes (or challenges) aid technological developments. 85.2 % of the responders agree with the orientation tracks atogwith the undergraduate phases towards specialization in some certain areas of the Social Services. 74Approval of formal education as the most usefull way by the 65.9 % of the participants reveals that the group has no enough information about the inter-active and active techniques. 41.5 % of the joint Social Workers have stresed the resolution way of the problerns emerging in the Social Services area, is changing the Service policies by the Social Service units considering country conditions. 73 % have the opinion of dynamic re-arranging of the undergraduate curriculum is not in action taking into country's changing conditions. The professional activities of the Social Working are fulfilled by Personal Working, Group Working and Community Working applications on the ground of basic professional values. It's a must the forming of the Professional area of the Social Services according to the community structure in which it takes place. A new organisation is required in order to be opened the doors of some new availabilities. For developing new models of Social Services,.institutions and the regulations must be opened to the discussion; so new searches, investigations and new legislations are the requirements. According to us, in order to develope the professional dimension of the Social Services; the status and roles of the Social Worker should be inforced. The purpose of a productive Social Worker must be the best implementation of the Personal Working, Group Working and Community Working techniques which these skills are aimed to be gained both theoretical and practical ground during the undergraduate professional training. As conclusion : The undergraduate education conducted in the School of Social Services is partially in harmony with the changing social and technological conditions. Particularly in Method Lectures, time allocation must be extended and more practice must be rendered. Trainig should be free of generalising approach and the specialty departments must be set up leading to areas and professional methods. Existing Social Service Institutions should be re-structured and re-evaluation of the training programmes of the unique School of Social Services of the country should continuously be done.
