Özet
Tarım ürünleri üzerindeki fiyat dalgalanmaları, tarımsal üreticilerin düşük gelir elde etmelerine neden olmaktadır. Ayrıca tarımsal üreticiler finansman kaynaklarına erişim konusunda da zorluklar ile karşı karşıya kalmaktadırlar. Bu bağlamda lisanslı depoculuk bu sorunlara çözüm olarak ortaya atılmış ve tarım sektörünün gelişmesine katkı sağlamak amacıyla geliştirilmiştir. Bu çalışmanın temel amacı lisanslı depoculuk sistemi ve vadeli piyasalar çerçevesinde Türkiye uygulamasının değerlendirilmedir. Bunun yanında, lisanslı depoculuk sisteminin tarım sektörüne ve bu sektörde faaliyet gösteren çiftçilere avantajlarına değinerek, ürün senetleri ve ELÜS’lerin ürün borsalarında ve vadeli piyasalardaki işleyişleri hakkında detaylı bilgi vermektir. Çalışma üç bölümden oluşup, birinci bölümde vadeli piyasalar hakkında genel bilgiler, tarihi geçmişi, işlem gören sözleşmeler, dünyada ve Türkiye’deki durumu gibi bilgilere yer verilmiştir. İkinci bölümde ise, lisanslı depoculuk sisteminin tanıtılması, sistem bünyesinde bulunan aktörler, sistemin avantaj ve dezavantajları, tarım sektöründeki önemi ve dünyadan örnekler yer almaktadır. Çalışmanın asıl amacını temsil eden üçüncü bölümde ise vadeli piyasalar ve lisanslı depoculuk sistemi arasındaki ilişkinin Türkiye’deki işleyişine değinilmiştir. Son bölüm olan dördüncü bölümde ise vadeli piyasaların ve lisanslı depoculuk sisteminin Kosova’daki öneminin değerlendirilmesine yer verilmiştir.
Price fluctuations in agricultural products cause agricultural producers to obtain low income. Also, agricultural producers are faced with difficulties in terms of access to funding sources. In this circumstance, licensed warehousing has been put forward as a solution to these problems and advanced to contribute to the development of the agricultural sector. The main purpose of this study is evaluation the applicability of relationship between licensed warehousing system (imparted to literature as a new concept) and futures markets in Turkey. Furthermore, by expressing the advantages of the licensed warehousing system to the agricultural sector and farmers in this sector and give detailed information about the processing of product bills or the Electronic Product Bills in the commodity exchange and futures markets. The study consisted of three sections, in the first section, general information about futures markets, historical background, traded contracts, Information such as the situation in the world and Turkey have been included. In the second section, the introduction of the licensed warehousing system, the actors within the system, the advantages and disadvantages of the system, the importance in the agricultural sector and examples from the world are included. The third section, which represents the primary purpose of the study, is about the relationship between Licensed Warehouse and Futures Markets has been referred to samples from the world and their functioning in Turkey. In the fourth section, which is the last section, evaluates the importance of the futures markets and the licensed warehousing system in Kosovo.
