Özet
Güney Kafkasya ve Batı Balkanların bağımsızlık süreçlerinde yaşanan olaylar, Kosova ve Karabağ sorunları çerçevesinde değerlendirilerek, sorunlar arasındaki benzerlikler ve farklılıklar incelenmiş, sorunların çıkma sebeplerine değinilmiştir. Her iki sorun yirminci yüzyılda dünya gündeminde yer almakla birlikte, dünya devletlerini gelecekteki olası sorunlara da hazırlamıştır. Soğuk Savaş yıllarında görmezden gelinen ve bastırılan sorunlar, Doğu Bloku’nun çöküşü ve Soğuk Savaş’ın da bitmesiyle, devletiçi etnik çatışmalar olarak başlamış, daha sonrasında ise devletler arası çatışmalara dönüşmüştür. Zamanla büyüyen çatışmalar uluslararası örgütlerin de dikkatini çekmesiyle birlikte uluslararası seviyeye taşınmıştır. Sorunların çözümü için azınlık haklarının daha da geliştirilmesi ve arttırılması gerekmektedir.
The events in the independence process of the South Caucasus and the Western Balkans were evaluated within the framework of the Kosovo and Karabakh problems and the similarities and differences between the problems were examined and the reasons for the problems were addressed. While both issues were on the world agenda in the 20th century, they also prepared world states for possible future problems. The problems that were ignored and suppressed during the Cold War years began as intra-state ethnic conflicts with the collapse of the Eastern Bloc and the end of the Cold War, and later turned into inter-state conflicts. Over time, the growing conflicts have been brought to the international level with the attention of international organizations. In order to solve the problems, minority rights need to be further developed and increased.
