Bu tez Batı'nın biricikliği olarak sunulan "kamuoyu" ve "kamusal alan" kavramlarının farklı kültürlerde farklı gelişim süreçlerinin bir sonucu olarak var olabileceği fikrini ele almaktadır. Osmanlı Devleti, kendine has bir sosyal yapı, kamuoyu ve kamusal alana sahipti. Bu çalışma Osmanlı Devleti'nde kamuoyunun siyasi güç tarafından kontrol edildiğini ve şekillendirildiğini ileri sürer. This study deals with the idea that the concepts of "public opinion" and "public area" which were introduced as uniqueness of the West, may also exist in different culture as a result of different development processes. Ottoman State had a unique social structure, public opinion and public area. This study suggests that public opinion in Ottoman State was controlled and shaped political power.
