Although the Ottoman Empire paid attention to education, it lacked a certain education system. Thus, each minority group formed its own educational institutions and trained their own language and children according to the belief they believed. This situation enabled the opening of minority and foreign schools in the Ottoman State as of the earliest times. Having lived for many years under Ottoman rule, The Bulgarians began to open their own schools in various parts of the state, especially in the capital Istanbul, with the support of some great states, especially since the beginning of the 19th century. In addition to the proximity of the the regions where Bulgarians lived, Edirne was also a place with many schools of varying degrees and qualities due to the presence of a certain Bulgarian population. In Edirne, which has a cosmopolitan structure, people from different ethnic backgrounds live in every neighborhood and neighborhood, and so, from time to time, which school could not be opened in that region led to problems. Therefore, Ottoman administrators tried to control over time with some standards and regulations brought by minority and foreign schools, but they could not attain success completely.
