| dc.description.abstract | 21. yüzyılda teknoloji dördüncü ve beşinci sanayi devrimleriyle baş döndürücü bir süreç yaşamakta, sosyolojiden sağlığa, ekonomiden kamu yönetimine yaşamın çok sayıda dallarını dönüştürmektedir. Dördüncü Sanayi Devrimi’nin en temel ögesi olarak ve makinelerin öğrenmesi ve otonom girdilerin sistemlere eklenmesi şeklinde beliren yapay zekâ, hukuk alanında da yenilikler getirmektedir. Yapay zekâ ve hukuk arasındaki etkileşime ve dünyadaki ilgili alanda ortaya çıkan uygulamalara odaklanan bu tezde temel olarak, mevcut hukuk düzleminde hızla gelişen yapay zekâ teknolojisinin ortaya çıkardığı hukuksal boşlukların doldurmakta yetersiz kalındığı, o sebeple yapay zekâlı yeniliklerin sisteme entegre edilmesinin gerektiği ileri sürülmektedir. Henüz süreç halinde olan bu gelişmeler, yeni teknolojik gelişmelerle kamu düzenini etkilemeye devam edeceğe benzemektedir. | en_US |
| dc.description.abstract | 21st century technology is experiencing a dizzying process with the fourth and fifth industrial revolutions, transforming many branches from travel to health, from economy to public administration. Artificial intelligence, which appears as the most fundamental element of the Fourth Industrial Revolution and as the learning of machines and the exile of autonomous entrants, also brings innovations in the field of law. In this thesis, which focuses on the applications emerging in the field of relations and applications between artificial intelligence and law, it is basically argued that the emergence of artificial intelligence technology, which is rapidly advancing in the current legal level, is insufficient to fill the legal gaps, and that innovations with artificial intelligence should be integrated into the system. These developments, which are still in the process, continue to affect the public order with new technological developments. | en_US |
