Özet
Küreselleşmenin boyutlarının hızla kendisini göstermesi ile beraber eski, dışa kapalı, hiyerarşik yapılanmanın etkisini kaybetmesi ve buna paralel olarak ortaya çıkan değişiminin gerekliliği düşüncesi ve oluşan bu yeni düzen içerisinde yeni bir devlet yapılanmasının etkisinin hissedilmeye başlanmasıyla birlikte kamu yönetiminde hesap verilebilirlik, şeffaflık, katılım ve yönetişim gibi kavramlar önem kazanmıştır. Küreselleşme olgusu ve Türkiye'nin Avrupa Birliği'ne uyum sürecinde, geleneksel Türk kamu yönetiminin belli başlı özellikleri olarak kabul edilen merkeziyetçilik, dışa kapalılık gibi unsurlar eleştiri görmeye başlamış ve belli dönüşümler yaşanmaya başlamıştır ve bu dönüşümlerle birlikte gündeme gelen yaklaşımlardan biri de yönetişim olmuştur. Bu bağlamda, bu tezde klasik yönetim anlayışının modern dünya düzeni içerisinde eleştiri görmesi ve geçerliliğini yitirme tehlikesiyle karşı karşıya kalmasıyla birlikte devam eden süreçte oluşan yeni yönetim anlayışı ve onun ilkeleri paralelinde biçimlenen yeni kamu yaklaşımı prensipleri çerçevesinde Türk kamu yönetiminin genel yapısı incelenmiş, modern yapıya uyum sağlamasında gerekli yapı taşlarından biri olan yönetişim kavramının tanım ve açıklamalarından hareketle, dünya ölçeğinde yönetişim kavramı ele alınmış ve ardından Türkiye'nin Avrupa Birliği'ne adaylığıyla birlikte yaşanan süreçte Geleneksel Türk kamu yönetiminin bir dönüşüm içerisinde etkin, verimli, modern, paylaşımcı, katılımcı bir yapıya dönüşümünün sağlanabilmesi ve buna bağlı olarak yönetişim kavramının Türk kamu yönetimi yapısına uygulanmasının imkanları ve Türkiye'de yönetişim kavramı araştırılmıştır.
Abstract
As the globalization has distinguished itself quickly, the concepts such as accountability, transparency, participation and governance have gained importance in the public administration. The old, introversive and hierarchical structure has lost of its influence, the idea of the necessity for the change that has occurred in parallel has come about, and the impact of a new state structure began to be felt within this new order. During the phenomenon of globalization and Turkey's European Union harmonization process, certain aspects such as centralization and introversion that are considered to be principal characteristics of the traditional Turkish public administration, have begun to be criticized and specific transformations have begun to emerge, and the governance has been one of the approaches that have emerged as a result of such transformations. Accordingly, this thesis analyses the general structure of Turkish public administration within the framework of the new government approach that has emerged in the ongoing process as the traditional government approach has taken some stick in the modern world order and faced the danger of losing its validity. The bases of this new approach has taken shape in line with its principles; addresses the concept of governance across the world based on the definitions and explanations of the concept of governance, one of the building blocks essential for compliance with the modern structure; later researches the opportunities to transform the Traditional Turkish public administration into an effective, efficient, modern, collaborative, participatory structure in the process of Turkey's accession to the European Union, and consequently to ensure the adaptation of the concept of governance into the structure of Turkish public administration; and explores the concept of governance in Turkey.
