Yüzyılın ilk çeyreğinde basın veyayın kuruluşlarınca sıklıkla gündeme getirilen, kamuoyunu meşgul eden bir konuolan okul güvenliği, tüm dünyada olduğu gibi Türkiye’de de araştırmacılarındikkatini çekmektedir Bu konuda okulgüvenliği ile ilgili sorunlara vakıf olması beklenen okul müdürlerinindüşünceleri ise eğitim sistemimize ilişkin politika üretici ve uygulayıcılarınizleyeceği yola ışık tutması açısından ayrı bir önem taşımaktadır. Çalışmadaortaokul müdürleri tarafından okul güvenliğini tehdit eden etkenler, okulgüvenliğini sağlamak için alınan önlemler ve paydaşlara yapılan önerilerinbelirlenmesi amaçlanmıştır. Erzurum ili merkez ilçelerinden Yakutiye vePalandöken İlçelerinde görev yapmakta olan ortaokul müdürlerinden, amaçlıörneklem yöntemlerinden maksimum çeşitlilik yöntemi kullanılarak seçilen 15okul müdürü araştırma örneklemini oluşturmuştur. Nitel araştırma yönteminde,temel nitel araştırma deseninde tasarlanan bu araştırmada veriler yarıyapılandırılmış görüşme formu ile toplanmış, içerik analizi yöntemi ileçözümlenmiştir. Araştırma verilerinin çözümlenmesiyle elde edilen bulgulardanokul güvenliğine yönelik tehditlerin yapısal ve eğitsel, okul güvenliğinisağlamaya yönelik önlemlerin yönetsel ve eğitsel, okul güvenliğini sağlamaya yönelikönerilerin ise işlemsel ve fiziksel olmak üzere ikişer temaya ayrılmıştır.Yapısal tema kapsamındaki tehditler çoğunlukla okul müdürlerinin yetkisi vegücü dışında bulunmakta, üst yönetimin yetki alanında görülmektedir. Okulgüvenliğini tehdit eden fiziksel ve yönetsel tehditlerin, eğitsel tehditleregöre daha kolay ve kesin sonuç alınır şekilde ortadan kaldırılabilir nitelikteolduğu görülmüştür. Yönetsel güvenlik tehditlerinin çoğunluğunun insan, maddekaynaklarının temini ve yönetimi ile ilişkili olduğu sonucuna varılmıştır.Yönetsel önlemlerin çoğunlukla okul personeli ve öğrencilerin fizikselözgürlüğün sağlanmasına ilişkin düzenleme ve kontrol mekanizmalarınıgüçlendirici özellikte olduğu, eğitsel önlemlerin ise veli, öğrenci ve öğretmendavranışlarına yön verici önlemler olduğu sonucuna ulaşılmıştır. Okulmüdürlerinin ifade etmiş oldukları önerilerin tamamına yakını üst yönetiminyetki alanına girmektediren_US
dc.description.abstractSchool security is an issue that has frequently beenbrought up by the media organs and with which the public has been occupiedrecently, and this issue attracts the attention of researchers in our countryas well as throughout the world. The opinions of school principals who areexpected to have a grasp of most of the problems as to school security, on theother hand, are especially important in that they determine the way to befollowed by the policy makers and implementers related to education system. Thisstudy aims to determine the threats jeopardizing school security, the measurestaken to ensure school security in line with this and the suggestion for theshare holders through school principals. The study sample consisted of 15school principals working in Yakutiye and Palandöken, the central districts ofthe Erzurum province, who were chosen by means of the maximum variationsampling method, one of the purposeful sampling methods. The data in thisstudy, which was designed in the basic qualitative research, were collectedthrough semi-structured interview forms and analyzed using the content analysismethod. The findings obtained by analyzing the research data were divided intotwo themes. With respect to this, the threats to school security were groupedunder two themes as structural and educational, the measures taken towardsensuring school security as administrative and educational, and finally, thesuggestions for ensuring school security as procedural and physical. Thethreats under the structural theme were mostly beyond the authority and powerof school principal sand was considered under the jurisdiction of the senioradministration. It was seen that the physical and administrative threats toschool security could be eliminated more easily and decisively than theeducational threats. Moreover, it was concluded that most of the administrativesecurity threats were associated with the supply of human and material sourcesand their management.en_US
