Özet
İktisat biliminin ortaya çıktığı dönemden itibaren incelenen ekonomik kriz kavramı farklı kurumlar tarafından çeşitli şekillerde tanımlanmıştır. Bu çalışmada ekonomik kriz kavramının teorik çerçevesi ve türleri üzerinde durulmuştur. Dünya üzerinde ilk ekonomik krizin 1619-22 yılları arasında yaşanmış olduğu belgelerle kanıtlanmıştır. Ayrıca 1900’lü yıllarda yaşanan ekonomik krizler ve Büyük Buhran ‘’Klasik İktisadi Akımın’’ sonlanması ile sonuçlanmıştır. Piyasalara, devlet müdahalesinin azalması ile birlikte yeni bir iktisadi akım ihtiyacı doğmuş ve bu ihtiyaç ‘’Neo Liberal Akım’’ olarak adlandırılmıştır. Çalışmada, sanayi öncesi ve sonrası yaşanan ekonomik krizlere eleştirel bakış açısı ile yer verilmiş ve ekonomik krizlerin Yunanistan ekonomisi üzerindeki etkileri ele alınmıştır. Küresel bir ekonomik kriz olma özelliği taşıyan Mortgage krizi Yunanistan’ın Avrupa Birliği üyeliği itibariyle değerlendirilmiş, ülkenin bütçe açıkları ve kamu borç stoku, kamu maliyesindeki bozulmalar çalışmanın konusu olmuştur. Çalışmanın bölümleri içerisinde Yunanistan krizinin tarihsel yapısı, nedenleri, alınan tedbirler ve mücadele politikaları üzerinde durulmuştur. Avrupa Birliği, 2008 yılında yaşanan ekonomik kriz sürecinde Avrupa Birliğine üye olan ülkelere destek sağlamış ve Yunanistan’ın yaşamış olduğu ekonomik krize karşı mali yardımlarda bulunmuştur. Avrupa Birliği’nin sergilemiş olduğu tutum ve Yunanistan Krizine özel hazırlamış olduğu kurtarma paketleri bu çalışmanın odak noktasıdır.
The concept of economic crisis, which has been examined since the emergence of economics, has been defined in various ways by different institutions. In this study, the theoretical framework and types of the concept of economic crisis are emphasized. It has been proven by documents that the first economic crisis in the world took place between 1619-22. In addition, the economic crises and the Great Depression in the 1900s resulted in the end of the "Classical Economic Current". With the decrease of state intervention in the markets, the need for a new economic trend has arisen and this need has been called the "Neo Liberal Movement". In the study, pre-industrial and post-industrial economic crises are included with a critical perspective and the effects of economic crises on the Greek economy are discussed. Mortgage crisis, which is a global economic crisis, has been evaluated in terms of Greece's European Union membership, the country's budget deficits, public debt stock, and deterioration in public finances have been the subject of the study. Within the sections of the study, the historical structure of the Greek crisis, its causes, the measures taken and the policies of struggle are emphasized. During the economic crisis in 2008, the European Union provided support to the countries that were members of the European Union and provided financial aid against the economic crisis that Greece had experienced. The attitude of the European Union and the bailout packages prepared specifically for the Greek Crisis are the focus of this study.
