| dc.description.abstract | Sosyal politika, toplumsal ilişkilerin düzenlenmesi, yaşam seviyesinin arttırılması, sosyal huzurun, sosyal barışın ve sosyal adaletin tesis edilmesi, bireylere en temelde insan onuruna yaraşır bir yaşamın garanti edilmesi amacıyla çeşitli kurumlar tarafından sunulan hizmetlerin bütünüdür. Sosyal politikaların en temel sağlayıcısı devlettir. Sosyal Devlet kavramı da en basit haliyle, sosyal politikalar uygulayan, bu yönde çalışmalar yapan ve sosyal adaletin toplumda tesis edilmesini amaçlayan devlettir. İnsanlık tarihi boyunca üretilen sosyal politikalar, Sanayi Devrimi sonrasında farklı bir boyutta algılanmaya başlanmıştır. Sanayi Devrimi ve onun getirdiği adaletsiz sosyo ekonomik düzen, devletleri bu düzenin işleyişini yeniden düzenlemek adına müdahale etmeye itmiştir. Günümüzde ise bireylerin beklentileri o dönemlere göre oldukça farklılaşmaktadır. Sunulan hizmetlerin etkinliği, verimliliği önem arz etmektedir. Bu kapsamda yerel yönetimler önemli hizmet sağlayıcı kurumlar haline gelmektedirler. Bürokratik süreci azaltması, hizmetlerde hızı arttırması, planlamalarda yerel halkın tanınması dolayısıyla ve daha doğru verilere erişim olanakları sebebiyle yerel yönetimlerin sosyal politikalara dahil oldukları alanların arttırılması ve yerel yönetimlere daha fazla görev verilmesi gerekmektedir. Çalışmanın ilk iki bölümünde Sosyal Politika ve Sosyal Devlet kavramları, amaçları ve tarihsel gelişim süreçleri doğrultusunda incelenmiş, son bölümde ise İngiltere, Almanya, Fransa ve Türkiye’nin hem merkezi yönetimlerinin hem de yerel yönetimlerinin sağlamış oldukları eğitim, sağlık, konut ve sosyal koruma politikaları, yapılan harcamalarla birlikte analiz edilmiştir. | en_US |
| dc.description.abstract | Social policy; consists of the regulation of social relations, increasing the level of life, the establishment of social comfort, social peace and social justice that offered by various institutions in order to guarantee a life worthy of human dignity. The most basic provider of social policies is the state. The concept of Social State is also the state that, in it’s simplest form, implements social policies, works in this direction and aims at establishing social justice in society. The social policies produced throughout the history of humanity have begun to be perceived in a different dimension after the Industrial Revolution. The Industrial Revolution and it’s unjust socio-economic order have prompted states to intervene in order to reorganize the functioning of this order. Today, the expectations of individuals vary considerably from those periods. Effectiveness and efficiency of the services offered are important. In this context, local governments are becoming important service providers. Due to the reduction of the bureaucratic process, increasing the speed of services, and access to more accurate data due to the recognition of the local people in the planning, local governments should increase their areas of social policy and more duties should be given to local governments. In the first two chapters of study, Social Policy and Social State concept were examined in accordance with it’s objectives and historical development. In the final chapter Britain, Germany, France and Turkey 's central and local governments’ education, health, housing and social protection policies and their expenses were analyzed. | en_US |
