Özet
Bu tez çalışması, Kuzey Makedonya’daki azınlıklar üzerine bir incelemeyi içermektedir. Bu kapsamda ilk olarak azınlık kavramı üzerinde durulmuş, ardından azınlık olgusu kavramsal olarak ele alınmış ve dünyanın belli başlı ülkelerinde azınlık uygulamasının nasıl gerçekleştiğine değinilmiştir. Sonrasında Kuzey Makedonya’da azınlık olgusu ve uygulaması ayrıntılı şekilde açıklanmıştır. Kuzey Makedonya’da azınlık konusu ele alınırken ilk olarak Yugoslavya’daki azınlıklar ele alınmıştır. Çünkü Kuzey Makedonya, komşuları Sırbistan ve Kosova ile yarım asır bir federasyon çatısı altında varlığını sürdürmüştür. Devamında Kuzey Makedonya Cumhuriyeti’ndeki azınlıkların statüsü detaylı bir şekilde ele alınmıştır. Bu yapılırken bağımsızlık sürecinde azınlıkların durumu, 2001 İç Savaşı, AB ve NATO üyeliği sürecinde azınlıkların durumuna değinilmiştir. Ayrıca hukuksal olarak azınlıkların durumuna da bakılarak ana dilde eğitim hakkı, basın özgürlüğü, ifade özgürlüğü, din ve ibadet özgürlüğü gibi temel haklar incelenmiştir. Aynı şekilde Kuzey Makedonya Parlamentosundaki milletvekillerinin genel dağılımı ve azınlık dağılımı üzerinden analiz yapılmıştır. Ayrıca azınlıkların yer aldıkları siyasi partiler, sivil toplum kuruluşları ele alınmıştır. Kuzey Makedonya azınlıklarının temel sorunları üzerinde durulmuş ve bu sorunlardan yol çıkılarak bazı çözüm önerileri geliştirilmeye çalışılmıştır.
This dissertation includes a study of minorities in North Macedonia. In this context, the concept of minority was first to be focused on, then the phenomenon of minority was conceptually addressed and how the minority practice is realized and mentioned in major countries around the world. Afterwards, the phenomenon and practice of minorities in North Macedonia were explained in detail. While addressing the issue of minorities in North Macedonia, the minorities in Yugoslavia were first to be addressed. Because, North Macedonia has continued to exist under the roof of a federation with its neighbors Serbia and Kosovo for half a century. Then, the status of minorities in the Republic of North Macedonia has been discussed in detail. The situation of minorities during the independence process, at 2001 Civil War, the situation of minorities during the EU and NATO membership were mentioned. In addition, the basic rights such as the education right in, mother tongue, freedom of the press, freedom of expression, freedom of religion and worship were examined by looking at the situation of minorities legally. In the same way, analysis has made on the general distribution of deputies in the Parliament of North Macedonia and the distribution of minorities. In addition, political parties and non-governmental organizations involving minorities were discussed. The main problem of the minorities at North Macedonia were focused on and some solutions on progress to be developed based on these problems.
