| dc.description.abstract | Bu çalışmada, ilk olarak elektronik devletin teknik açıdan olmazsa olmazı olarak kabul edilen bilgisayar ve internet teknolojilerinin gelişimi gözler önüne serilmeye çalışılmıştır. İletişim teknolojilerindeki bu gelişim, devlet ile vatandaş arasındaki zaman ve mekân kısıtlamasını ortadan kaldırarak yeni bir ilişki ağı oluşturmuştur. Bu bağlamda batılı ülkeler, elektronik devleti geleneksel kamu yönetiminin aksaklıklarını çözecek bir yapı olarak düşünmüş ve bu aksaklıkları göz önüne alarak elektronik devlet için belirli hedefler koyup bu hedefleri gerçekleştirmesini beklemişlerdir. Fakat elektronik devlet, kamu yönetimindeki geleneksel sorunları ortadan kaldırsa da kendine ait yeni sorunları beraberinde getirmiştir. Bu yeni sorunlar, ekonomik, teknik, beşerî ve yasal sorunlar olarak sınıflandırılabilir. Ancak bu sorunların hiçbiri elektronik devletin kaçınılmaz başarısına engel olacak nitelikte çözülmesi imkânsız sorunlar değildir. Nitekim Türkiye ve dünyadaki birçok ülkenin verileri, elektronik devletin geleneksel devlete oranla daha hızlı, kaliteli, katılımcı, ekonomiye katkı sağlayan, kesintisiz ve tasarruf sağlayan bir yapı olduğunu ortaya koymuştur. Elektronik devlet, geleneksel kamu yönetiminden kaynaklanan sorunları başarılı bir şekilde çözebilmesinden dolayı sürekli araştırmalara konu olmuş ve olmaya devam etmektedir. Bu çalışmayı diğer çalışmalardan ayıransa daha fazla görsel, istatistiki bilgi ve farklı ülke örneklerini okuyuculara sunarak soyut ve bilinmeyen elektronik devleti somutlaştırmaya çalışması ve elektronik devletin önündeki sorunlara somut çözüm önerilerinde bulunmuş olmasıdır. | en_US |
| dc.description.abstract | In this study, it is primarily aimed to reveal the development of internet technologies and computer which are accepted as essential elements of an electronic government from a technical aspect. The development of communication technologies has removed the space and time limitation and formed a new bond of relationship between government and citizen. In this context, Western countries have regarded electronic government as a structure that will solve the problems of the traditional public administration and, by considering these problems, they have expected to set particular goals for electronic government and realize these goals . However, even though the electronic government has removed the traditional problems in public administration, it has brought along new problems belonging thereto. These new problems can be classified as economic, technical, human and legal issues. However, none of these problems are impossible to solve, which would prevent the inevitable success of the electronic government. Indeed, the data of both Turkey and many countries in the world have revealed that electronic government is a structure which is faster, with higher quality, more participatory, contributing more to the economy, more continuous and achieving more saving than a traditional government. Due to being capable of solving the problems related to traditional public administration successfully, the electronic government has continuously been and is still being subject to research. The distinctive feature of this study is that it has offered more visual elements, statistical data and different country examples to readers, tried to concretize the abstract and unknown electronic government and offered concrete solutions to the problems before electronic government. | en_US |
