Özet
Bu çalışmada, Türkiye ve Azerbaycan polis teşkilatlarının incelenmesi ve karşılaştırılması amaçlanmıştır. Çalışmada ilk önce Türkiye ve Azerbaycan’ın kamu yönetim yapıları incelenmiştir. Polis teşkilatları bulundukları ülkelerin resmi kamu kuruluşlarıdır. Bir ülkenin yönetim yapısını daha iyi anlayabilmek için kamu yönetiminin incelenmesi gerekmektedir. Bu nedenle de çalışmanın birinci bölümünde Türk kamu yönetimi, ikinci bölümünde ise Azerbaycan kamu yönetimi incelenmiştir. Üçüncü bölümde Türkiye Polis Teşkilatı, dördüncü bölümde ise Azerbaycan Polis Teşkilatı tarihsel gelişim, örgütsel yapı, eğitim, çalışma, rütbe ve terfi bakımından ele alınmıştır. Çalışmanın son bölümü olan beşinci bölümde her iki ülke polis teşkilatlarının karşılaştırması yapılmıştır. Karşılaştırma sonucunda, Türkiye ve Azerbaycan polis teşkilatları arasında birçok konuda benzerlikler ve farklılıklar olduğu ortaya konulmuştur
In this study, it is aimed to examine and compare the police organizations of Turkey and Azerbaijan. Police organizations are official public institutions of the countries they are located. In order to better understand the administrative structure of a country, its public administration should be analyzed. Therefore, firstly, public administration structures of both countries were analyzed. First chapter includes the public administration structure in Turkey whereas the second chapter includes its Azerbaijan counterpart. Turkish police force was examined in the third chapter. Fourth chapter includes a detailed analysis of Azerbaijan police force in terms of its historical development, organizational structure, training procedures, working conditions, ranking and promotion procedures. Finally, police organizations of both countries were compared. Comparison revealed that there are many similarities and differences in the police organizations of Turkey and Azerbaijan.
