Özet
Protokol kavramı devlet kavramı kadar eskidir. İnsanoğlu toplu olarak yaşadığı tarihten buyana hayatın genel akışı içerisinde yaşantısını tanzim ederken birtakım kurallar koymuştur. Toplum içerisinde sosyal ve özel yaşamda uymak zorunda olduğu kurallara ?Sosyal Davranış Kuralları?, devletlerarası ilişkilerde, iş yaşamında ve kamusal alanda uymak zorunda olduğu kurallara da ?Protokol Kuralları? denmektedir.Protokol kuralları, sosyal davranış kurallarının net çizgilerle devlet ilişkilerinde ve kamusal alanda uygulamalarından çıkmıştır. Kamu idarelerinde yöneticilerin günlük yaşantıları sosyal davranış kurulları yanında protokol kuralları çerçevesinde geçmektedir. Yöneticilerin göreve başlamaları, veda etmeleri, düzenleyecekleri veya kurumu temsilen katılacakları toplantı, davet, ziyafet gibi etkinliklerde üstleri, astları ve eşdüzeyleriyle ilişkilerinin nasıl olacağını, protokolde ve günlük yaşamda giyim gibi hususların bilinmesi büyük önem arz etmektedir. Kısaca protokol kuralları kamusal alanda özellikle yöneticilerin günlük yaşantısını tasarlamaktadır. Yine protokol kuralları, ülkelerin, kurumların ve şahısların onurlarını, itibarlarını ve haklarını korumaktadır.Bu nedenle herkes bu kurallara uymak ve uymasını sağlamakla yükümlüdür. Bunu yapabilmek için de bu kuralların neler olduğunu ve nerelerde nasıl uygulandığını bilmek gerekir.Anahtar Kelimeler: Protokol, Tören, Öndegelim
The concept of protocol is as old as the concept of state. Human beings have put some rules in order to organise their life since the time they live collectively in the general flow of life. The rules, which they have to obey in the social and personal life called `Social Behaviour Rules?; in the working and public life called `Protocol Rules?.Protocol rules; emerge from clear understandings of social behaviour rules, government relations and public sphere practices. In public administrations, everyday life of managers process in the frame of protocol rules besides of social behavior rules. It is very important for managers to know how to the behave their superiors, subordinates and peers in the process of appointment, retirement, attending or organising meetings and invitations and also how to dress in protocol and every day of life. Briefly, protocol rules organise everyday life of managers especially, in public sphere. Moreover, protocol rules protect the honour, reputations and rights of states, corporations and people.For this reason, everybody has to obey these rules and they are responsible for ensuring compliance with that rules. To be able do this, the rules, the application procedures and where and how they are applied should be known.Key words: Protocol, Ceremony, Protocol Order
