Özet
İlk olarak Türkiye’nin 1957 yılında Avrupa Ekonomik Topluluğu’na üye olmak istemesiyle gündeme gelen Türkiye-Avrupa Birliği ilişkileri, elli yılı aşkın bir süredir devam etmektedir. Geçen bu süreçte kadın haklarına yönelik çeşitli yasalar oluşturulmuş ve aday ülkelerden de ulusal mevzuatlarını bu doğrultuda uyumlaştırmaları istenmiştir. Bu çalışmada, Avrupa Birliği’nde ve Türkiye’nin AB’ye tam üyelik sürecinde demokrasi ve insan haklarına verilen önem, kadın hakları özelinde incelenmiştir. AB’nin demokrasi anlayışının temelinde yer alan insan hakları, hukukun üstünlüğü gibi kavramların önemine ve uygulamaya yansımalarına yer verilmeye çalışılmıştır. Türkiye Avrupa Birliği’ne üye olabilmek ve kamu politikalarında dengeyi sağlayabilmek adına çeşitli çalışmalarda bulunsa da, siyasi ve sosyal boyutu uzun süre ihmal edilmiş, birliğe katılabilmek için genelde ekonomik ilişkilerin boyutunu derinleştirilmeye çalışılmıştır. Günümüzde ise tam üyelik arzusu her dile getirilişinde “insan hakları-demokrasi” engeli ile karşılaşılıyor olmak, Türk halkını derinden etkilemektedir. Tezin kapsamı içinde, AB’ye adaylık kriterleri çerçevesinde Türkiye’nin tam üyelik yolunda kaydettiği ilerlemeler de ele alınmıştır.
Firstly, Turkey-European Union (EU) relations, which came to light in 1957 due to Turkey's desire to become a member of the European Economic Community, have continued over fifty years. In this process, a number of laws on women's rights have been established by EU and also the EU Candidate Countries have been asked to harmonize their national legislation with this legislation. In this study, the importance of democracy and human rights has been examined within the scope of women's rights in EU and Turkey, which is in the process of full membership in the EU. The importance of concepts such as human rights and the rule of law, which are at the core of the EU's understanding of democracy, and the status of these concepts in practice have been tried to be mentioned. Although Turkey has made various efforts to become a member of the European Union and to balance public policies, the political and social dimension of these efforts has been neglected for a long time and Turkey has tried to deepen the economic dimension in relations in order to be able to join the EU. That Turkey is faced with the "human rights-democracy" obstacle whenever it expresses its desire for full membership in the EU affects the Turkish people so deeply in this day and age. In this thesis, Turkey's progress towards full membership in the EU has also been discussed within the framework of EU candidacy criteria.
