Sustainable Tourism Strategy for Historical Heritage Protection: Case of Edirne (Turkey)

A major problem in heritage cities stands as developing effective solutions to the question of how to ensure historical heritage protection while promoting tourism. Scholars studying on the issue often point out a conflict between maintaining heritage protection and ensuring tourism development. Most cities face a sudden rise in tourism just after being listed among UNESCO World Heritage sites, followed by decrease in the next years. There raises thus the concept of sustainable tourism, referring to a balance to be maintained between protection and tourism. Excessive tourist visitation causes many threats to heritage properties in cities, such as pollution due to traffic, increase of vandalism and crime, traffic and parking problems in the heritage area, etc. Sustainable tourism, mainly applied in non-urban and rural areas due to the environmental focus of the term, thus needs to be considered for tourism management strategies in urban heritage sites. Such an approach would equally promote proper urban development for a heritage city. On the other hand, regional culture that has been able to be preserved in the wind of global culture is expected to gain more importance in the near future. This study aims to discuss the issue of sustainable tourism management and urban development in cities possessing historical heritage properties through an analysis of a small-scale, historical heritage city in Turkey. Edirne, the capital of the Ottoman Empire before the conquest of Istanbul, is famous for its mosques, domes and minarets; among them Selimiye Mosque is considered to be the most important. The Mosque with its complex is in the tentative list of UNESCO World Heritage, and finally in 2011 is preparing to get inscribed in the list. Each city has specific sources and characteristics of its own, which obliges public institutions to develop case-based strategies. This study attempts to identify possible problems that Edirne would face after getting in the UNESCO Heritage List, and to discuss how to develop an urban development and sustainable tourism strategy that is compatible with urban and economic features of the city. Roles of certain bodies in this strategy such as the governorship, municipality, public institutions, and civil society will be equally argued.
