| dc.description.abstract | Piyasa başarısızlığı nedenlerinden birini oluşturan doğal tekellerin varlığı devletin düzenleyici bir rol üstlenmesinin temel nedenlerinden birini oluşturmaktadır. Doğal tekel kapsamında olan mal ve hizmetlerin enerji, iletişim gibi toplum açısından büyük öneme sahip altyapı hizmetleri olması bunlara devlet müdahalesini zorunlu kılmaktadır. Günümüzde de hakim olan en dar ve basit anlamıyla regülasyon “emredici bir kurallar setinin ilanını ve bu kurallara uyumu izleyecek ve teşvik edecek bazı mekanizmaları yani tipik olarak bir kamu birimini” ifade etmektedir. Burada kastedilen kamu birimi genel olarak bağımsız düzenleyici kurumları işaret etmektedir. Son yıllarda ülkemizde de doğal tekel niteliği arz eden sektörlerin bağımsız düzenleyici otoriteler tarafından düzenlenmesi yönünde önemli adımlar atılmış ve bu amaçla bazı bağımsız düzenleyici kurumlar kurulmuştur. Enerji ve iletişim sektörlerinin yapısı ve kendine has olan özellikleri de göz önünde tutularak bu sektörlerde bağımsız düzenleyici kurumlar aracılığıyla düzenlemeler yapılmaktadır. Hesap verebilirlik, şeffaflık, bağımsızlık gibi temel özelliklere sahip olması gereken bu kurumlarca doğal tekellerin düzenlenmesi ve etkinliğin sağlanması hedeflenmektedir. | dc.description.abstract | Forming one of the reasons for market failure in the presence of natural monopoly is one of the main reasons for the state to undertake a regulatory role. The goods and services within the scope of the natural monopoly of energy, infrastructure services such as communication with the community are mandated by the intervention of the state. Today, the prevailing narrow and simple sense of regulation implies"to the mandatory declaration of set of rules and monitor compliance with these rules and mechanisms that will encourage some of the typical unit of a public". In recent years, our country which is of the nature of the natural monopoly sectors important steps have been taken in the direction of regulation by independent regulatory authorities and some independent regulatory agencies has been established fort his purpose. Electricity, energy, and communication sectors, which feature its own unique structure and taking into consideration the arrangement were made through independent regulatory agencies in these sectors. Accountable, transparent, with basic fetures, such as independence should be aimed toensure the effectiveness of these institutions, and regulation of natural monopolies.
