dc.description.abstractThe increase in communication and technology resulted in a borderless world, and thus a much heavier competition among companies producing goods as well as giving service. The only way to survive in this competitive atmosphere is to produce high quality products with fewer expenses. Hence, concerns regarding total quality management and quality circle issues increased with time. Having the basic philosophy of 'participation of workers in the management', quality circles have beneficial effects to workers as well as employers and third persons. Besides other values, quality circles provide medical doctors the opportunity to follow current medical literature and make research. Decrease in manager support, irrelevance to the circle suggestions or being out of problem may cause quality circles to terminate. Nonetheless, quality circles seem to be a non-negligible part of modern management. Although some leading companies are implementing total quality management strategies, there are only a few quality circle applications in the Turkish health sector. Organizations with steering power like the Ministry of Health, societies, and organizations of health professions, and medical faculties should act as leaders in starting quality circles in the Turkish primary health care. Coordination and collaboration with international organizations can help in starting core teams in this field.en_US
