Özet
Osmanlı Devleti'nin Avrupa topraklarına girişi, Balkan topraklarını fethetmesiyle olacaktır. Buradaki varlığını uzun yüzyıllar boyunca korumasını bilen Osmanlı Devleti, 19. Yüzyılda yaygınlaşan milliyetçilik düşünceleri ve topyekûn yıkım savaşı olan I. Dünya Savaşı ile bu topraklardan tamamen çekilmek zorunda kalmıştır. Yeni kurulan Türkiye Cumhuriyeti Devleti'nin Balkan ülkelerine bakışı ve ilişkilerini geliştirmesi, yeni ortaya çıkacak bir dünya savaşına karşı kendi topraklarını koruma amacı etrafında şekillenmiştir. Sovyet sisteminin çözülmesi ile birlikte Balkan coğrafyası Türkiye'ye hem yeni olanaklar, hem de potansiyel çatışma ortamı da yaratmıştır. Daha sonraki dönemlerde dünyadaki değişen konjonktüre göre Balkan politikasını şekillendiren Türkiye, Balkan topraklarında görülen sonuçları üzerinden bu bölgeyi yeniden ele alma zorunluluğunu görmüştür. Bölgedeki Türk ve Müslüman kimliklerin üzerinde durarak bölgede yaşayan bu kesimlerin haklarının korunması konusunda önemli girişimlerde bulunmuştur. 2002 yılında AKP'nin Türkiye'de iktidara gelmesiyle, Türk dış politikasında Balkan politikası yeni kavramlar ve algılar üzerinden yeniden yorumlanarak incelenmiştir. AKP dış politika anlayışı, çok boyutlu ve pro-aktif bir nitelik taşımaktadır. AKP yönetiminin Balkanlara bakış açısında Türk kimliğinin yerini Müslüman kimliği algısı almıştır. Balkanlar'da Osmanlı Devleti'nden kalan tarihî ve kültürel miras, Müslüman ve Türk kimliğini taşıyan insan unsurunun bölgede yaşamını halen devam ettirmesinden dolayı Balkanlar'ın barış ve istikrarı, Türkiye'nin izlediği politikalarla örtüşmektedir.
The entry of the Ottoman State into European lands was caused by the conquest of the Balkan lands. The Ottoman Empire, which had been able to protect its presence for centuries, had to withdraw completely from these lands by the First World War, which was a war of nationalism and a total struggle for destruction in the 19th century. The newly established Republic of Turkey's development perspectives and relations toward the Balkan countries, was formed in order to protect their land against a new world war which would break out. With the dissolution of the Soviet system, the Balkans created both potential conflict and new opportunities for Turkey. In the subsequent periods, shaping the Balkan policy according to the world conjuncture, Turkey was forced to handle this area after the results seen in Balkans. Since the Turkish and Muslim communities in the region were concerned, they made important initiatives to protect the rights of these people living in the region. Together with the AKP's taking power in Turkey in 2002, the Balkan policy of the Turkish foreign policy has been re-interpreted and analyzed through new concepts and perceptions. AKP's foreign policy understanding is multi-dimensional and pro-active. At the AKP administrations point of view on the Balkans, the Turkish identity has taken its place as a Muslim identity. Historical and cultural heritages were left by the Ottoman State in the Balkans. As Muslims and the people carrying the Turkish identity still continue their lives in the region, the peace and stability of the Balkans are consistent with the policies pursued by Turkey.
