Sağlık turizmi alanında faaliyet gösteren hastanelerdeki mevcut sorunlar ve çözüm önerileri

Özet
Sağlık turizmi, bir kişinin 24 saatten az olmamak ve 1 yıldan fazla olmamak kaydıyla, birtakım nedenlerden (uzun bekleme süreleri, ileri teknoloji, uygun fiyat vb.) dolayı sağlık durumunu iyileştirmek amacıyla, yaşadığı yer dışına seyahat etmesidir. Sağlık turizmi sektörü geçmişten günümüze kadar giderek büyüyen bir sektör olduğundan dolayı ülkeler açısından önemli konuma gelmiştir. Hastanelerin bu alandaki payını genişletmeleri sorunları doğru belirlemeleri ve sağlık turizmini etkileyen faktörleri dikkate alarak geliştirmelerine bağlıdır. Bu çalışma, sağlık turizminin bir türü olan medikal turizm hizmetinde bulunan hastanelerde sorunları doğru belirlemek ve çözüm önerileri üretebilmek amacıyla yapılmıştır. Araştırmanın örneklemi turizm açısından en çok tercih edilen yerlerden biri olan Antalya ilinde gerçekleştirilmiştir. Araştırma nitel araştırma yöntemine dayalı olarak görüşme tekniğiyle yapılmıştır. Araştırma kapsamında Antalya’da toplam 14 hastane yetkilisi ile görüşülmüştür. Bu çalışma kapsamında hastanelerin halkla ilişkiler ve pazarlama çalışmalarında yüksek maliyetler, yasal engeller ve rekabet nedeniyle sorunlar yaşadığı tespit edilmiş ve devlet desteğinin olması, yasal düzenlemeler yapılması gibi çözümler önerilmiştir. Hastanelerin insan kaynakları çalışmalarında personelle ilgili sorunlar tespit edilmiş ve personele eğitim verilmesi önerilmiştir. Hasta hakları ve etik açısından hastadan kaynaklı ve hastaneden kaynaklı sorunlar tespit edilmiş ve devlet bazlı çözümler önerilmiştir. Hastanelerin altyapısında hastaneden kaynaklı sorunlar tespit edilmiş ve yatırım amaçlı yeni bölümler açılması önerilmiştir. Hastanelerin finansal teşvikler konusunda devlet kuruluşları bazlı sorunlar tespit edilmiş ve devlet bazlı iyileştirmeler yapılması önerilmiştir. Sağlık turistlerinin hastane, hasta ve Türkiye kaynaklı sorunlar yaşadığı tespit edilmiş, hastane ve devlet bazlı çözümler önerilmiştir. Sağlık turizmi birimi sorumlularının hastadan kaynaklı ve personelden kaynaklı sorunlarla karşılaştığı tespit edilmiş ve hastane bazlı çözümler önerilmiştir. Tespit edilen sorunlar ve çözüm önerileri yalnızca örneklem dahilindeki hastanelerde geçerlidir. Bulgular kısmen benzer durumlara aktarılabilse de daha geniş örneklemlerde ve farklı bölgelerde yeni çalışmalar yapılmalıdır.
Health tourism means that a person travels out of place in order to improve their health condition for a number of reasons (long waiting times, advanced technology, reasonable prices, etc.), not less than 24 hours and not more than 1 year. Since the health tourism sector is a growing sector from past to present day, it has become an important position in terms of countries. Expanding the share of hospitals in this area depends on developing the problems by taking into account correct determinations and factors affecting health tourism. This study was carried out in order to determine the problems and to be able to produce solution suggestions in the hospitals in medical tourism service which is a subdivision of health tourism. The sample of the research was carried out in Antalya province, which is one of the most preferred places for tourism. The research was conducted by interview technique based on qualitative research method. In the scope of the research; a total of 14 hospital officials were interviewed in Antalya. In the scope of the research; in public relations and marketing studies high costs, legal obstacles and competition have been identified as having problems in the hospital, and government support, legal arrangements have been proposed. In the human resources work of the hospitals, problems related to the personnel have been identified and the training of the personnel has been suggested. In terms of patient rights and ethics, patient-related and hospital-related problems have been identified and state-based solutions have been proposed. Hospital-originated problems have been identified in the infrastructure of the hospitals and it has been proposed to open new sections for investment purposes. In financial incentives government-based problems have been identified for of hospitals and state-based improvements have been proposed. Health tourists experienced hospital, patient and Turkey-based, has been identified the problems hospitals and state-based solutions have been proposed. It has been determined that the responsibilities of the health tourism unit are confronted with problems originating from the patient and the personnel and hospital-based solutions are proposed. The problems identified and the solution recommendation are only valid for the hospitals included in the sample. Although the findings can be partially transferred to similar situations, new studies should be carried out in larger samples and in different regions.
