Abstract
Parlamento, parlamentonun tarihi, işlevleri, ilkeleri, oluşumu hatta gerekli olup olmadığı gibi konular tüm dünyada yüzyıllardan beri tartışıldığı gibi Türkiye’de de farklı algılamalar ışığında tartışılmıştır. Bireylerin yönetime katılma sürecinde en önemli kazanımlarından biri olan parlamento dünyada her zaman güncelliğini koruyan ve gelişmesi için çeşitli düzenlemeler yapılan bir kurumdur. Türkiye’de de tarihsel süreçte parlamentonun oluşumu ve işlevleri üzerinde sürekli tartışmalar ve çalışmalar yapılmıştır. Türkiye’de tarihsel süreç içerisinde parlamento ile ilgili yapılan tartışmaların temelinde halk iradesinin parlamentoya nasıl yansıdığı, parlamentonun yürütme ve yargı karşısındaki konumu, yürütme organı üzerindeki denetim mekanizmasının işlevselliği, karar alma sürecinde parlamentonun etkisinin ne ölçüde olduğu hususları bulunmaktadır. Çalışmada, Türkiye’de oluşturulan anayasalar çerçevesinde şekillenen parlamentoların işlevselliği ve yürütme organını denetimi ele alınmıştır. Ardından 2017 yılında gerçekleşen anayasa referandumu sonrasında parlamentonun işlevselliği ile bilgi edinme ve denetim yollarının azaldığı hipotezinden yola çıkılarak 2017 referandumu sonrasında parlamentonun değişen yapısı ile ilgili akademik çalışmalar incelenmiştir
Parliament, the history of the parliament, its functions, principles, formation and even whether it is necessary or not have been discussed in the light of different perceptions in Turkey as all over the world for centuries. Parliament, which is one of the most important gains of individuals in the process of participating in the administration, is an institution that always continues to be relevant in the world and where various regulations makes to develop it. In Turkey, there have been constant discussions and studies on the formation and functions of the parliament throughout the historical process. On the basis of the debates about the parliament in the historical process in Turkey, there are issues about how the will of the people are reflected in the parliament, the position of the parliament against the executive and judicial powers, the functionality of the control mechanism over the executive body and the size of the parliament's influence in the decision-making process. In the study, the functionality of the parliaments shaped within the framework of the constitutions created in Turkey and the control of the executive body are discussed. Then, academic studies on the changing structure of the parliament after the 2017 referendum were examined, based on the hypothesis that the functionality of the parliament and the ways of acquisition information and control were reduced as a result of the constitutional referendum held in 2017.
