dc.description.abstractRussia, which could not get the expected support of the Slavs during the Crimean War, accepted to establish a committee in order to acquire the support of this nation towards its political agenda after the war. In 1858, the Slavic Benevolent Committee was founded in Moscow with the support of the most prominent of the Pan-Slavists. After its foundation, the Committee had reports made so as to make the most appropriate assistance to the Slavic people living outside Russia. General Ivan K. Kishelsky penned a report related to this issue and presented it to the Committee in 1863. In his report Kishelsky put emphasis on the importance of humanitarian support and aid by Russians to the Slavs living in the regions dominated by Turks. He claimed that Russians should make this aid for not only political outcomes but also humanitarian causes. He maintained that delivering religious, economic, military and educational support in official or unofficial ways should be the most important aim of the Russian state and people. This article attempts to analyze and evaluate the report prepared by Kishelsky and submitted to the Committee for providing support and aid to the Slavic people. This report is found in File 1, Book 25 of the Russian State Archive, Moscow Slavic Benevolent Committee Folder, No. 1750, known as TsGIA during the Soviet era (Tsentralny Gosudarstvenny Istorischesky Archive) and renamed GARF after 1991 (Gosudarstvenny Archive Rossiyskoy Federatsii).en_US
