Özet
Bu çalışmada 2006 yılında Deniz Kuvvetleri Komutanlığı’nda düzenlenen bir sempozyumda Tümamiral Ramazan Cem Gürdeniz tarafından dile getirilen Mavi Vatan kavramı çerçevesinde Türkiye’nin deniz yetki alanları ve Mavi Vatanın doktrin haline gelme süreci incelenmiştir. Türkiye’nin canlı cansız tüm kaynaklarıyla çevrili denizlerinin adı olan Mavi Vatan, Karadeniz, Marmara Denizi, Ege Denizi ve Doğu Akdeniz’deki münhasır ekonomik bölgesini tanımlamaktadır. Türk Deniz Kuvvetleri’nin 2019 yılında icra ettiği Mavi Vatan-2019 Taktik Tatbikatı ve 27 Kasım 2019 tarihinde Libya Devleti Ulusal Mutabakat Hükümeti ile imzalanan “Deniz Yetki Alanlarının Sınırlandırılmasına İlişkin Mutabakat Muhtırası” ile Mavi Vatan Doktrini kamuoyuna duyurulmuş ve artan taktik faaliyetler ile de uygulanmaya başlanılmıştır. Söz konusu çalışma ile Mavi Vatan Doktrininin oluşum süreçleri neorealizmin savunmacı realizm kuramıyla birlikte anlatılarak Türkiye’nin deniz güvenlik anlayışı incelenmiştir. Bu doğrultuda “Bir ulusal güvenlik doktrini olarak Mavi Vatan Doktrini, Türkiye’nin deniz yetki ve çıkar alanlarındaki hak ve menfaatlerini koruma ve savunma noktasında nasıl bir öneme sahiptir?” çalışmanın araştırma sorusu cevaplanmıştır. Diğer yandan çalışmada Mavi Vatan Doktrini çerçevesinde başta Doğu Akdeniz ve Ege Denizi’nde deniz yetki alanlarının sınırlandırılması kapsamında Türkiye’nin politika ve uygulamaları incelenmiştir. İncelemeler neticesinde elde edilen bulgular ile Türkiye Cumhuriyeti vatandaşlarının, Mavi Vatan konusunda bilgilendirilmesi, deniz yetki alanlarının önemi ve çevre denizlerdeki hak ve menfaatlerin Mavi Vatan kavramı doğrultusunda açıklanması amaçlanmıştır.
In this study, Türkiye's maritime jurisdiction areas and the process of making the Blue Homeland a doctrine were examined within the framework of the concept of Blue Homeland, which was expressed by Rear Admiral Ramazan Cem Gürdeniz at a symposium held at the Naval Forces Command in 2006. Mavi Vatan, the name of the seas surrounded by all living and non-living resources of Türkiye, defines the exclusive economic zone in the Black Sea, Marmara Sea, Aegean Sea and the Eastern Mediterranean. With the Blue Homeland-2019 Tactical Exercise conducted by the Turkish Naval Forces in 2019 and the "Memorandum of Understanding on the Limitation of Maritime Jurisdiction" signed with the Government of National Accord of the Libyan State on November 27, 2019, the Blue Homeland Doctrine was announced to the public and started to be implemented with increasing tactical activities. . With this study, the formation processes of the Blue Homeland Doctrine were explained together with the defensive realism theory of neorealism, and Türkiye's maritime security understanding was examined. In this direction, "As a national security doctrine, what is the importance of the Blue Homeland Doctrine in terms of protecting and defending Türkiye's rights and interests in the maritime jurisdiction and interests?" The research question of the study was answered. On the other hand, within the framework of the Blue Homeland Doctrine, Türkiye's policies and practices were examined within the scope of delimitation of maritime jurisdiction areas, especially in the Eastern Mediterranean and Aegean Sea. With the findings obtained as a result of the examinations, it is aimed to inform the citizens of the Republic of Türkiye about the Blue Homeland, to explain the importance of the maritime jurisdiction areas and the rights and benefits in the surrounding seas in line with the concept of Blue Homeland.
