IS IT POSSIBLE TO CREATE A LONG-TERM VISION IN MUNICIPALITIES? THE 2050 BUYUKCEKMECE VISION

Özet
Along with the living conditions and expectations of societies, urban demands also change and develop. As one of the results of this development, the concept of urban rights has come to the agenda. The provision of public services in an equal and fair manner by reaching the whole society and meeting the needs of everyone has been the main area of discussion of urban rights. Since the 2000s, strategic planning has been implemented in the public administration as well as in the private sector. With the Law No. 5018 on Public Financial Management and Control, public institutions are obliged to make strategic plans in 5-year periods. The main element that reveals the strategic planning is the vision, which is the point that the institution/organisation wants to reach. Instead of setting short-term visions, setting longer-term visions provides more effective and efficient policies, although there are some difficulties in achieving the vision. When analysing examples of good practice from around the world, it can be seen that the setting of long-term city visions and the formulation of policies have a positive impact on the quality of urban life and urban rights. The 2050 Buyukcekmece Vision, which was created by the citizens by determining the current needs and expectations of Buyukcekmece, will be the framework of Buyukcekmece Municipality Strategic Plans prepared in 5-year periods, and the preparation of strategic plans that are more compatible with each other will enable the effective and efficient use of public resources. The 2050 Büyükçekmece Vision also aims to provide new channels of dialogue between public institutions, various stakeholders and citizens, and to shape spatial planning by creating a 30-year urban vision in line with the opinions and scientific principles. © 2023, Yerel Yonetim Arastirma Yardim ve Egitim Dernegi.
